Notorious drug supplier earlier declared dead arrested

A team of Special Cell/NR led by Insp. Attar Singh and supervised by Sh. Nishant Gupta, ACP/Special Cell/NR has arrested a notorious drug supplier namely Islam Ansari @ Islamuddin @ Wahid s/o Abdul Khan @ Abdullah r/o H. No. 107, Mohalla Ali, Prem Garden, Pasonda, Sahibabad, Ghaziabad, UP, age 60 years. Two kgs fine quality heroin was recovered from his possession at the time of his arrest. International value of recovered heroin is Rs. 08 crores.  Islamuddin was a key member of an interstate narcotic syndicate. One Pulsar bike and mobile handsets with SIM cards used in drug trafficking have been recovered from him. He was wanted and has been arrested in case FIR No 38/16, u/s 21 & 29 NDPS Act PS Special Cell, Lodhi Colony, Delhi.

During trial of case FIR No. 41/2008 u/s 21 NDPS Act, PS Narcotics Branch, Delhi, his present wife Salma Begum had moved an application before the court of Shri Brijesh Kumar, ASJ, Special Court, Karkarduma Courts, Delhi in the year 2012 stating that her husband had died on 14/03/2012. She also submitted a death certificate issued by Municipal Committee of Meerut, UP. Hence, the trial of this case was stopped and the case file was consigned to records after false verification of his death.

Operation

Inspector Attar Singh of Special Cell, Northern Range had information that Islamuddin had not died and he had prepared a death certificate of himself and got it submitted before the court. Inspr. Attar Singh also had information for last six months about drug trafficking activities of the said Islamuddin in Delhi and adjoining areas. Secret surveillance was kept on the movements of Islamuddinand requisite intelligence was collected by SI Parveen Rathi in this regard. Secret sources were also deployed to gather more information. Painstaking efforts of more than six months resulted in identifying the location of Islamuddin in the area of Prem Garden, Pasonda, Sahibabad, Ghaziabad, UP. It also came to notice that he still indulged in supply of heroin and other narcotic drugs in Delhi and UP on big scale.

On 20/08/2016, SI Parveen Rathi received a tip off regarding delivery of a big consignment of heroin by Islamuddin near Rampur, UP. A raiding party led by him and consisting of SI Bijender Singh, Ct Sumer, Ct Abhishek and Ct Sanjeev was formed and a trap was laid near Shiva Dhaba, at NH 24, Rampur, UP where Islamuddin had to arrive to deliver the consignment to one of his contacts. At about 04:00 PM, Islamuddin arrived on his Pulsar bike when he was apprehended and 02 kgs heroin was recovered from his bike. Islamuddin was already wanted in a case of NDPS Act investigated by Special Cell.

Interrogation:

The arrested Islamuddin was subjected to sustained interrogation, during which he disclosed that he was permanent resident of village Lakhi Pura, Distt. Meerut, UP and has indulged in supply of Narcotic drugs for last 30 years. He also told that he was already convicted in two cases of NDPS Act of PS Narcotic Branch, Delhi and during pendency of trial of third case bearing FIR No. 41/08, PS Narcotics Branch, Delhi, before the Hon’ble Court of Shri Brijesh Kumar, ASJ, he had an apprehension of being convicted again. Hence, to avoid third conviction he hatched a plan and he got prepared his death certificate from Municipal Committee, Meerut, UP, which was submitted by his wife before the court. The trial court got it verified from its sources and Islamuddin was presumed as dead. Accordingly, the trial of case was closed and the file was consigned to records.

After declaring himself dead, Islam @ Islammudin changed his name to Wahid and shifted from Meerut to Ghaziabad. He started living a totally new life, where nobody knew about his criminal antecedents. On multiple enquiries in Meerut and Ghaziabad, his criminal record was untraceable and the law enforcements agencies presumed him to be dead. However, in his criminal circle, he was still known as Islam, which was the tip-off which ultimately led to his arrest.

Islamuddin was now a free bird to do whatever he liked. Old habits die hard and lure of money pushed Islamuddin again in trade of drug supply. He reorganized his narcotic syndicate to evade police. He started receiving heroin from new supplier namely Johri of Bareilly, UP. Johri, along with three others, was arrested by Special Cell in the month of June 2016 and 04 Kgs heroin was recovered from them. After arrest of Johri, Islamuddin started getting heroin from a person to whom he knew as Doctor a resident of Loni, UP for the last two months. Further investigation of the case is in progress. Efforts to nab remaining members of this syndicate are being made. Investigation will also be conducted regarding issuing of death certificate of Islamuddin by Municipal Committee of Meerut, UP and its subsequent verification before the trial court.

Profile of Islamuddin:

Islamuddin is a 60 years old, illiterate person, who originally belongs to Meerut, UP. His father was a farmer. Islamuddin has been indulging in drug supply for last 30 years. He along with his two associates was first arrested in a case of NDPS Act in the year 2000 and 500 gms heroin was recovered from his possession. He was convicted in this case on 13/08/2003 by the court of Smt. Deepa Sharma, Tis Hazari Courts, Delhi for RI of three years. In the year 2005, he was again arrested by Narcotics Branch in another case of NDPS Act for possessing 200 gms heroin. He was also convicted in this case on 13/10/2010 by the court of Smt Sarita Birbal, ASJ, Karkardooma Courts, Delhi. During pendency of trial of 3^rd case of NDPS Act in Karkardooma Courts, he declared himself dead by producing a death certificate before the court through his wife and saved himself from another probable conviction. Presently he was residing in Pasonda, Sahibabad, Ghaziabad, UP and supplying heroin in Delhi and UP.
