Notorious criminal Sombir @ Cheli arrested.

  • Carrying a reward of Rs. 75,000/ for his arrest.
  • Italian made sophisticated pistol loaded with five live cartridges recovered.
  • Wanted in several cases of murder, attempt to murder, threatening, etc.
  • Accused had made up his mind to become a professional Contract Killer.

A team of Special Cell, Northern Range, led by Inspectors Rajesh Sharma, Rajbir Singh and Ramesh Sharma, under the supervision of Shri Pankaj Sood, ACP, Spl. Cell/NR has arrested a notorious desperate criminal namely Sombir @ Cheli, aged 23 years, s/o Ramesh r/o Village Dubaldhan, PS Beri, Distt Jhajjar, Haryana from PVC Market, Tikri, Delhi at about 10:35 PM on 07/05/2017 after a scuffle in which the desperado took out his pistol and tried to fire at the raiding party to terrorize them in order to escape. An Italian made sophisticated pistol loaded with five live cartridges was recovered from his possession.
Sombir @ Cheli is carrying a reward of Rs 50,000/- from Delhi Police for his arrest in case FIR No. 629/16 dated 27.07.2016 u/s 302/34 IPC & 27 Arms Act PS Mukherjee Nagar, Delhi in which he along with his associates shot dead one Amit  r/o Village Dubaldhan, Distt. Jhajjar, Haryana in the area of Mukherjee Nagar, Delhi due to personal enmity of his co-accused Umesh.
Sombir @ Cheli is also carrying a reward of Rs 25,000/- from Haryana Police in case FIR No. 253/16 dated 27.07.2016 u/s 307/120 B IPC & 25/27 Arms Act PS Beri, Distt. Jhajjar, Haryana in which he alongwith his associate Umesh fired bullets on one Sudhir, paternal uncle of deceased Amit.
His co-accused Umesh, who was also carrying a reward of Rs 75,000/- for his arrest,  was also arrested by the same Special Cell team on 15/04/2017.
INFORMATION AND OPERATION
Prior to 26/07/2016, Sombir @ Cheli was not having any criminal record. However, during late night hours on 26/07/2016, he and his associates had committed the sensational murder of Amit in the area of Mukherjee Nagar, Delhi. On the very next day during the early hours on 27/07/2016, he alongwith his associates attempted to murder Sudhir, paternal uncle of deceased Amit at Village Dubaldhan, Jhajjar, Haryana. After committing these fearless crimes, he became desperate and hence, Delhi as well as Haryana Police declared rewards for his arrest. Sombir @ Cheli has been becoming desperate day by day and several more cases including attempt to murder, etc. are registered against him. Accordingly, Special Cell made it a task and started tracking him. Several manual as well as technical sources were mounted by the Special Cell to cordon this desperado.   
On 07/05/2017, secret information was received that Sombir @ Cheli would come near PVC Market, Tikri, Delhi to meet one of his associate.  Accordingly, a dedicated team of Special Cell/NR consisting of Inspr. Ramesh Sharma, SI Ashok Kumar, SI Ramesh Kumar, ASI Surender Pal, ASI Suresh Kumar, ASI Ajay Kumar, HC Vijay Kumar and Ct. Jai Kishan was immediately formed. The team acted strategically and cordoned Sombir @ Cheli near PVC Market, Tikri, Delhi. Realizing no other way to escape, Sombir @ Cheli took out his pistol and tried to fire on raiding party in order to terrorize them and to escape. However, HC Vijay Kumar and Ct. Jai Kishan showed excellent presence of mind & courage and snatched the pistol from the hand of Sombir @ Cheli which was found loaded with 5 live cartridges. A case under appropriate sections of law has been registered at PS Special Cell, Delhi.

PROFILE & INTERROGATION OF ACCUSED SOMBIR @ CHELI.
Accused Sombir @ Cheli s/o Ramesh is permanent resident of Village Dubaldhan, Distt, Jhajjar, Haryana. He was born in the year 1993. He appeared for 10th class from Open School but failed in the exam. His father Ramesh is farmer working in his fields in the village. His mother died about 18 years back while his elder brother Sunil is also working with his father in his fields in the village. After leaving his studies, he also started working with his father.
One Umesh of the same Village was one of his close friends. In the month of January 2011, paternal uncle of Umesh, namely Chand Singh was murdered by the relatives namely Satyawan s/o Mahavir and others, who were also residing in the same village.
Umesh wanted to take revenge from Satyawan and his family and Sombir @ Cheli promised Umesh to help him in this task. Meanwhile, they came to know that one of the brothers of Satyawan namely Amit was residing with his brother-in-law in the area of Mukherjee Nagar, Delhi. Meanwhile, they arranged weapons and other associates. They did reccee and on 26/07/2016, he along with Umesh, Samir, brother of Umesh, associates namely Sanjay r/o Ladpur, Delhi & Bhupender of Village Dubaldhan shot at Amit in the area of Mukherjee Nagar, Delhi. In the early morning of 27.07.16, he along with Umesh went inside the house of Sudhir in Village Dubbaldhan and they fired bullet on Sudhir, paternal uncle of Amit. On 10.10.16, he and Umesh again fired on the house of Sudhir with the intension to kill him. In the month of August 2016, he along with Umesh had also fired bullets in a college in Julana, Distt. Jind, Haryana. Meanwhile, his associate namely Sanjay r/o Ladpur, Delhi got bail in Mukherjee Nagar case and Umesh was arrested. After the arrest of Umesh in the month of April, 2017, he took over the charge and along with Sanjay was making planning to kill Anil, brother in law of Amit, who is complainant & witness in the Mukherjee Nagar murder case.
Sombir @ Cheli had been absconding since July’ 2016. Sombir @ Cheli has disclosed during interrogation that in order to earn money, he had made up his mind to become contract killer. He has also conveyed his intention to different gangs of Haryana/Delhi, in order to solicit them for contact killings.
