Desperate criminal carrying cash reward of Rs. One lac, involved in murder case of PS Ashok Vihar, North-West District arrested by South Disrict

The staff of PS VasantKunj(South), South District has arrested a desperate criminal namely Shambhu, age 41 years r/o Wazirpur Industrial Area, Delhi, who had jumped ‘parole’ and was declared proclaimed offender by the court.  A cash reward of Rs. 1,00,000/- was declared on his arrest.

Brief facts :

On 12.09.1999, information was received from Hindu Rao Hospital that two persons namely Sampuran and Vinod Kumar were brought in the hospital after sustaining grievous injuries.  Immediately, local police from PS Ashok Vihar reached the hospital and found that one Sampuran s/o Ramthali and Vinod Kumar s/o Tapsuram, both residents of CSA Colony, Wazirpur Industrial Area, Delhi had sustained grievous injuries from sharp edged weapon.  Victim Sampuran was declared brought dead by the doctors and victim Vinod Kumar was undergoing treatment.  On the statement of injured Vinod Kumar, a case vide FIR No. 630/1999 u/s 302/307/506/34 IPC PS Ashok Vihar was registered and investigation was taken up.

During investigation, accused Shambhu, his brother Amarnath were arrested and two juveniles were apprehended.  During interrogation, it was revealed that both accused and deceased Sampuran were indulged in sale of illicit liquor and other criminal activities in the area.  Both had old rivalry on the issue of having supremacy in the area.  

After commencement of trial in 2004, accused Shambhu and Amarnath were convicted for life imprisonment.  In the year 2008, accused Shambhu was granted ‘parole’ by the Hon’ble Delhi High Court for one month.  After completion of ‘parole’, accused Shambhu didn’t report back and jumped the‘parole’.Thereafter,an NBW was issued against accused Shambhu and after completion of the process u/s 82-83 CrPC, he was declared Proclaimed Offender on 07/09/10 by the Court of Ms. Santosh Snehi Mann, Special Judge NDPS(Central), Tis Hazari Court, Delhi. Subsequently, a case vide FIR No. 252/2010 u/s 174A IPC was registered at PS Ashok Vihar.  A reward of Rs. one lakh was declared on the arrest of accused Shambhu.

Arrest of accused :

A dedicated police team of PS VasantKunj(South)was deployed on developing the input about the absconding criminals, proclaimed offenders and the police team continued their hard work for days.  The arduous work and relentless efforts of police team yielded result when the team got input about a desperate criminal namely Shambhu involved in murder case of PS Ashok Vihar, who jumped parole and a cash reward of Rs. One lac was declared on his arrest.  The information was further developed which revealed that accused Shambu used to visit his native Village in District Azamgarh, U.P.  On receipt of specific input, a police team comprising Inspr. Ved Prakash Rai, ASI Jai Prakash, ASI Inderjeet, HC Vinod, HC Aman, HC Ashok Mehta, Ct. Praveen, Ct. Jitender and Ct. Rahulled by Inspr. Sanjay Sharma under the supervision of Sh. K.P. Kukrety, ACP/Vasant Vihar was constituted and the team camped in the native village of accused Shambhu.  On 27/05/17, accused Shambhu was arrested by the team while he was about to reach his village.

Profile of accused:

Accused Shambhu is a school dropout.  He is a native of District Azamgarh, Uttar Pradesh. He came to Delhi in 1988 and started selling illicit liquor.  He is previously involved in 20 cases of Excise Act, Arms Act and a murder of PS Ashok Vihar.
