One of the most wanted & rewarded interstate gangster of Delhi & Haryana Dara Singh @ Dhara arrested by Crime Branch alongwith his associate Kaptan @ Tana.

• One sophisticated 9 mm pistol, seven live cartridges and a robbed Hyundai Verna car recovered.
• The accused was wanted in a series of sensational cases of murder, attempt to murder, extortion & carjacking of Delhi & Haryana. He remained a shooter of dreaded Vikas Lagarpuria and Jyoti Baba gangs.   
• The accused Dara Singh @ Dhara alongwith his associates had created an atmosphere of terror in general public in Najafgarh area by committing a series of shootouts for extortion & ransom from businessmen & jewelers.
• Cash reward of Rs. 25,000/- was declared by CP/Delhi for the arrest of accused Dara Singh @ Dhara.

INTRODUCTION

The Crime Branch has arrested one of the most wanted interstate gangster of Delhi and Haryana namely, Dara Singh @ Dhara @ Dhare (aged 21 years) r/o Najafgarh, Delhi alongwith his associate Kaptan @ Tana r/o Najafgarh, Delhi and recovered one sophisticated 9 mm pistol, 7 live cartridges and a robbed Hyundai Verna car from their possession. The accused Dara Singh @ Dhara alongwith his associates had created an atmosphere of terror in general public by committing several shootouts in Najafgarh area for extortion. The accused was wanted in a series of sensational cases of murder, attempt to murder, extortion & carjacking etc. in Delhi & Haryana.

INFORMATION, TEAM & OPERATION

In the recent past, some sensational incidents were reported in South-West District of Delhi, in which unknown assailants fired gunshots at houses of businessmen & jewelers in order to extort money. These incidents had created an atmosphere of terror in the locality, hence, several teams of police were constituted to nab the criminals.     

On 05.07.2017, a secret information was received by ASI Mahesh Tyagi & Ct. Ravinder Singh posted in SWR, Crime Branch, Dwarka that a most wanted gangster Dara Singh @ Dhara, who earlier worked as a sharpshooter for dreaded Vikas Lagarpuria and Kapil Sangwan @ Nandu-Jyoti Baba gangs, would come to Goyala Dairy via Najafgarh drain road from Chhawla side in a Hyundai Verna car with his associate in the afternoon.

On this, a team of Crime Branch under close supervision of ACP Jasbir Singh was constituted to nab the criminals under leadership of Insp. Yashpal Singh and consisting of SI Vimal Dutt, ASIs Mahesh Tyagi, Randhawa Bhoop Singh, HCs Dharmender, Ramkumar, Cts. Badri Prasad, Ravinder Singh, Praveen, Kuldeep, Rahul Kumar and Ct./Dvr. Sanjiv Rathi. The Crime Branch team laid a trap near the expected place of their arrival and the car of accused persons was successfully intercepted at Najafgarh drain road and the accused persons were signaled to surrender by giving identity of police. Instead of complying with the instructions, the accused persons started scuffling with the police team and tried to flee away, but were successfully overpowered by Crime Branch team without any bloodshed. On their search, one sophisticated 9 mm pistol loaded with five live cartridges were recovered from the possession of accused Dara Singh @ Dhara and 2 live cartridges of .315 bore were recovered from the possession of accused Kaptan @ Tana. Accordingly, a case under appropriate sections of law was registered and the accused persons were arrested in the case.

INTERROGATION, DISCLOSURE & CRIMINAL INVOLVEMENTS

Interrogation of accused Dara Singh @ Dhara revealed that he belongs to a middle class family residing in Delhi engaged in dairy business in Goyala Dairy. Presently, he has two younger sisters and mother in his family. His father expired about 5 years back due to chronic alcoholism, when he was only 16 years of age. After the death of his father, the economic condition of his family was not well. So, he joined the criminal gang of Vikas Lagarpuria and Kapil Sangwan @ Nandu-Jyoti Baba, indulged in carjacking, extortion & murder in the area in order to earn easy & quick money and to earn fame in the locality & remained involved in following criminal activities: -

1. In May-2014, he was first time arrested by SIT/Jhajjar, Haryana Police with his associates Vikash Lagarpuria, Chetan @ Boxer, Rahul, Jaivir Bhagvi, Yashvir @ Jassu and Prince @ Chintu after encounter with police team and several cases of murder and carjacking were solved on their arrest including two car-jacking cases of Delhi and three murder case of Karnal, Hissar and Jhajjar in which he alongwith his associates and members of Vikas Lagarpuria gang had shot dead their rivals in a gang-war. In a sensational murder case in the year 2014, he alongwith his associates Vikas Lagarpuria, Prince Chintu, Amar Bholu, Satender, Vinod Panu, Neeraj Punia & others had shot dead Sanjay @ Bittoo in order to take revenge of Vinod Panu. The accused was juvenile at that time and remained in different jails in Delhi & Haryana till December-2016. During the jail period, he assaulted jail staff in a clash in Neemka Jail, Faridabad and a case of hurt was also registered against him.   

2. After coming out of jail in December-2016 on 29.12.2016, the accused Dara Singh @ Dhara alongwith his associates Yashvir @ Jassu, Rohit, Vikas Dudhia and others kidnapped a jeweler Nitesh Verma r/o Shyam Vihar, Najafgarh at pistol point and demanded ransom from him and threatened him to kill. A case vide FIR No. 461/16 dated 29.12.2016 u/s 365/506/34 IPC is registered at PS Chhawla in this regard. In this case, all the accused persons were arrested while the accused Dara Singh @ Dhara was still absconding.

3. On 18.02.2017, the accused Dara Singh @ Dhara alongwith his associates Yashvir @ Jassu, Katya, Ravinder @ Ramdhari and others killed one Randhir r/o Village Bhagvi, Bhiwani, Haryana in his village in a dispute that  arose during a marriage function. After this incident, the mob assaulted the accused persons and thrashed them. The accused persons sustained injuries in the incident and one accused Yashvir @ Jassu later died during treatment. The accused Dara Singh @ Dhara managed to flee away from the spot. A case vide FIR No. 60/17 dated 18.02.2017 u/s 147/148/149/302/120-B IPC r/w 25/27 Arms Act is registered at PS Dadri Sadar, District Bhiwani in this regard.

4. On 17.05.2017, the accused Dara Singh Dhara alongwith his associates Kuldeep @ Lambu, Dheerpal Reduwas and Chetan @ Boxer robbed a Swift Dezire car near PDM College, Bahadurgarh, Harayna on pistol point from Ashok Kumar r/o Rohini. A case vide FIR No. 263/17 dated 17.05.2017 u/s 379-A (1)/392/34 IPC r/w 25/27 Arms Act is registered at PS City Bahadurgarh in this regard. The car was used by the accused persons in several other crimes and presently being used by absconding accused Dheerpal Redhuwas.

5. On 22.05.2017, the accused Dara Singh @ Dhara alongwith his associates Kuldeep @ Lambu, Keshav & others shot dead one Jitender @ Shukra r/o Village Bhagvi, District Bhiwani, Haryana in order to take revenge of killing of their associate Yashvir @ Jassu. A case vide FIR No. 234/17 dated 22.05.2017 u/s 302/120-B/34 IPC r/w 25/27 Arms Act is registered at PS Dadari Sadar in this regard. The deceased was also the key witness in the murder case of Randhir dated 18.02.2017.

6. On 08.06.2017 at about 9 pm, in order to extort money, the accused Dara Singh @ Dhara alongwith his associates Kaptan @ Tana, Chetan @ Boxer & others fired shots on one Sunil @ Pramod s/o Raghubir Singh r/o Near Dispensary, Village Deenpur, Najafgarh, Delhi who had come for refreshment in his car with his wife and kids at an Omelet shop. The victim managed to survive and sustained bullet injuries over his chest. A case vide FIR No. 230/17 dated 09.06.2017 u/s 307 IPC r/w 25/27 Arms Act is registered at PS Chhalwa in this regard.

7. One 03.06.2017, the accused Dara Singh Dhare alongwith his associate Kaptan @ Tana had stolen I-10 Grand car of Shri Sunil Kumar r/o Ashok Vihar, Phase-III, Gurgaon from the area of Barthal. A case vide e-FIR No. 017013 u/s 379 IPC is registered at PS MV Theft Sector-23, Dwarka is registered in this regard. This car is presently being used by absconding accused Chetan @ Boxer.    

8. On 16.06.2017, the accused alongwith his associates Chetan @ Boxer and Kaptan @ Tana fired several gunshots on one Devender s/o Shyam Singh r/o Roshan garden, Najafgarh, his father Shyam Singh Rawat and friend Hritik near Sai Baba Mandir, Najafgarh as they wrongly identified Devender as an informer in murder of one of their associate ‘Mangu’ by the Manjeet Mahal group. The victims managed to save themselves by fleeing away. A case vide FIR No. 158/17 dated 16.06.2017 u/s 307/34 IPC r/w 25/27 Arms Act is registered at PS Najafgarh in this regard.      

9. On 19.06.2017, the accused Dara Singh @ Dhara alongwith his associates Kaptan @ Tana and Chetan @ Boxer looted a Hyundai Verna car near Village Dhulsiras from one Rajeshwar r/o Village Kanganheri. A case vide FIR No. 177/17 dated 20.06.2017 u/s 379/34 IPC is registered at PS Dwarka Sector-23 in this regard. This car was used by the accused persons during commission of other crimes and has been recovered from their possession.  

10. On 28.06.2017 at about 10:45 pm, in order to extort money, the accused Dara Singh @ Dhara alongwith his associate Kaptan @ Tana fired several gunshots in the night at the house of Shri Phool Kumar Shokeen r/o 251, Near Primary School Gali, Village Deenpur, Najafgarh, Delhi, a contractor in MCD. They had demanded Rs. 20 lacs from the victim. In this incident, the pet dog of the victim sustained bullet injuries and a case vide FIR No. 264/17 dated 29.06.2017 u/s 440 IPC r/w 25/27 Arms Act is registered at PS Chhalwa in this regard.

11. On 28.06.2017 itself at about 10:45 pm, in order to extort money, the accused Dara Singh @ Dhara alongwith his associate Kaptan @ Tana fired several gunshots at the house of Shri Ajay Soni r/o RZ-U-68-A, New Roshanpura, Najafgarh, a jeweler by profession. Smt. Gunjan Soni, wife of the complainant was present at the house at that time. The accused Dhara fired gunshots on her and threatened her to arrange Rs. 30 lacs, if she wants to save life of her husband and kids. After that Dhara @ Dahre fired gunshots at their gate and fled away with his associates. The whole incident was recorded on CCTV and a case vide FIR No. 265/17 dated 29.06.2017 u/s 384/440/34 IPC r/w 25/27/54/59 Arms Act is registered at PS Chhawla in this regard.

12. On 28.06.2017 itself, in the night, he alongwith his associate Kaptan @ Tana and others fired gunshot at the house of one Manoj @ Maggad in Deenpur. Later on 02.07.2017, the accused Dara Singh @ Dhara telephoned him and demanded Rs. 25 lacs as ransom from him otherwise, he will kill him, his father and brother. A case vide FIR No. 272/17 dated 03.07.2017 u/s 384 IPC is registered at PS Chhawla in this regard.       

Apart from the above, in May-2017, the accused Dara Singh @ Dhara alongwith his associates also robbed an I-20 car from Samaspur, Dadri, Haryana, which is being used by Dheerpal Redhuwas. The respective FIR is being verified in this regard.        

The accused Kaptan @ Tana belongs to a lower middle class family residing in Najafgarh. His father is a truck driver by profession. The accused Kaptan @ Tana is a childhood friend of accused Dara Singh @ Dhara. After completing his studies upto 12th standard, he started his criminal career in the year 2012, when he was first time arrested by police of PS Chhawla in two cases of motorcycle theft.  He remained in jail for about 20 days in these cases and after coming out of jail, he started working as truck driver and then purchased Ola Cab. About two months back, he again came in contact with his childhood friend Dara Singh @ Dhaara and joined his gang in order to earn easy money and fame in the locality. During this period, he remained involved in six criminal cases with accused Dara Singh @ Dhaara.

The accused Dara Singh @ Dhara alongwith his associates was trying to reorganise the gang as most of the gang leaders including Vikas Lagapuria, Kapil Sangwan @ Nandu, Jyoti Baba were lodged in different jails in several cases. To purchase new weapons & for other expenses, he alongwith his associates made several extortion calls to businessmen in the area and even fired gunshots to terrorize them. Presently, the accused Dara Singh @ Dhara was planning to kill some rival gangsters in the area.  

Concerned police stations have been informed regarding arrest of the accused persons. Efforts are being made to arrest absconding accused persons. Investigation of the case is in progress.
