An illegal firearm manufacturing factory unearthed.

  • Two notorious key members of an interstate arm syndicate arrested.
  • Huge cache of 20 pistols alongwith partly prepared firearms, raw material and instruments used in manufacturing firearms recovered.
  • 180 live cartridges also recovered.


  A team of Northern Range of Special Cell led by Inspr. Attar Singh, Inspr. Jeetendra Tiwari, under the supervision of Shri Pankaj Sood, ACP has unearthed an illegal firearms manufacturing factory in District. Etah, UP. Two notorious key members of illegal arms manufacturing and supplying syndicate namely Ramgopal @ Fauji, aged 52 years, r/o Distt. Etah, UP, and Naseem @ Jabir aged 37 years, r/o Distt. Munger, Bihar have been arrested. 20 pistols including semi-automatic and 180 live cartridges of .32 bore have been recovered. Besides, semi finished firearms alongwith instruments used in preparing these illegal firearms have also been seized from house of accused Ramgopal @ Fauji. Ramgopal alongwith Naseem @ Jabir has been running illegal firearms manufacturing factory since last five years.

Since last one year, Special Cell of Delhi Police had launched a special drive against the suppliers of illegal firearms in Delhi. Concerted efforts have led to busting of several such interstate firearm syndicates and arrest of many members of these syndicates with seizure of more than 450 sophisticated/semi-automatic weapons since January 2016. During investigation of these cases, it was ascertained that firearms were brought in Delhi and NCR from Khargon, Burhanpur, Dhar in MP and Munger in Bihar.

Development of information
During surveillance, a new syndicate of supply of firearms in Delhi and NCR was identified. It transpired that illegal firearms are being pumped in Delhi from Munger (Bihar) via Etah, Agra in UP by the members of this syndicate. Both human and technical surveillance was kept on this syndicate. HC Parvej Alam alongwith staff collected more information in this regard.

Operation

On 11/07/2017, on the basis of specific information a Ramgopal @ Fauji, was nabbed from near Subhash Marg- Ansari Road crossing Daryaganj, Delhi. He was found in possession of 10 pistols alongwith 150 live cartridges. A case under appropriate sections of law was registered at PS Special Cell, Delhi.
During further investigation, on 12/07/2017, at the instance of accused Ramgopal @ Fauzi, another member of this arms syndicate namely Naseem @ Jabir was arrested from Agra, UP. Naseem @ Jabir was found carrying 08 pistols and 30 live cartridges.
On the same day, i.e. on 12/07/2017, a raid was conducted on the house of Ramgopal @ Fauzi in Etah, UP where an illegal arms manufacturing unit was found running. 02 more pistols, semi finished pistols and 04 magazines were recovered. Several instruments used in preparing firearms including drill machine, iron cutting machine, file, sand papers, dye, pliers, screw drivers, rivets, springs, metal sheets, etc were also recovered. Arrested duo ran a full fledged arms manufacturing factory from the house of Ramgopal @ Fauzi.
Interrogation and profile
Ramgopal @ Fauji, aged 52 years, r/o Distt. Etah, UP hails from a middle class family and is a school dropout. Ramgopal owns agricultural land and does farming. He came into contact with Naseem @ Jabir about 10 years ago. Naseem @ Jabir lured him to firearm manufacturing and supplying. Initially, Ramgopal procured illegal firearms from Naseem @ Jabir and delivered the same to criminals in Delhi and NCR. Naseem @ Jabir also trained him in manufacturing and assembling parts of pistols.  
Ramgopal @ Fauji disclosed that he procured the supply of finished and semi-finished pistols from Naseem @ Jabir of Munger, Bihar since  last 10 years. Nassem @ Jabir is a notorious arms manufacturer and gun-runner, several cases have been registered against in Munger, Bihar. Ramgopal further disclosed he learnt the manufacturing of pistols by assembling its parts. Due to police pressure, Naseem started supplying parts of pistols to him. Ramgopal prepared pistols by assembling parts at his house in village in Distt. Etah, UP. He used to supply these pistols in Delhi and NCR. He also disclosed that recovered cartridges were supplied to him by a person of Agra, UP. The cost of manufacturing of a pistol  is between Rs. 08-10 thousand for Ramgopal while he sold them for Rs. 25,000/- per pistol to criminals in Delhi and NCR. During further investigation of this case, it has been revealed that Ramgopal is previously involved in 5 cases including Arms Act, NDPS Act and Murder. In the year 2015, Ramgopal was arrested for running a firearms manufacturing factory in his house. At that time, local police had recovered huge cache of firearms and incriminating material used in manufacturing firearms.  

Naseem @ Jabir aged 37 years, r/o Distt. Munger, Bihar hails from a middle class family of a village in Munger, Bihar. He is illiterate. Since his area is hub for illegal arms manufacturing, he learnt the art of manufacturing and assembling illegal arms at a tender age of 14-15 years. He is involved in manufacturing and supplying of illegal arms for last 20 years. He alongwith his associates was arrested for the first time in the year 1996 for running illegal firearm manufacturing unit. He is associated with Ramgopal for last about 10 years. About 5 years back due to continuous pressure from local police, he shifted his manufacturing unit in the house of Ramgopal. He has previously being arrested in 5 cases of Arms Act. Four of the cases were registered against him for running illegal firearms manufacturing factory in Munger, Bihar. He has also been declared PO in two cases.
