FOUR ACCUSED INCLUDING CASINO OPERATOR ARRESTED

A team of PS Kotla Mubarakpur, South District has busted an online casino and has arrested the following accused:

Deepak Chandra, r/o Sewa Nagar, New Delhi
Raj Kumar, 48 yrsr/o Nanak Chand Basti, Kotla Mubarak Pur, New Delhi
Arif Khan, 28 yrs, r/o Kotla Mubarak Pur, New Delhi
Prakash, r/o Kotla Mubarka Pur, New Delhi

Information & Operation:

For the past couple of days, information was being received at PS Kotla Mubarakpur that some unscrupulous elements had set up an online casino and were luring many customers in illegal gambling.

Despite the existing prohibitive legislations, illegal gambling is reportedly extensive throughout the country. According to some reports, the Indian online gambling market is estimated to be worth thousands of crores rupees and is almost completely illegal. Apart from the State of Sikkim, no other Indian State has so far laid down regulations for controlled and monitored online gambling.

Considering the gravity of the operation, a special team was constituted which was tasked to develop intelligence about online casinos operating in the area of Kotla Mubarakpur. After intensive deployment of sources, information was received that one Deepak Chandra is running an online casino at Kotla Mubarak Pur, Delhi. The team, led by Inspector VKPS Yadav, SHO PS KM Pur and consisting of SI Ravi Kumar, SI Raj Kumar, HCs Kulshreshtha, Rajeev and Cts. Vikas and Ashok under the close supervision of Shri Jagdish Yadav, ACP Defence Colony mounted surveillance on the informed address. Being a close premise, a search warrant to search the building was also obtained from the competent authority.

On 07/07/17, a raid was conducted at the given address and the above mentioned four accused persons were found engaged in operating and participating online casino game and were arrested. From the search of the premises, cash Rs. 35,800/- used in gambling, 7 CPUs, 9 TFTs, 1 laptop Dell, 8 Key Boards, 1 land line telephone instrument, 3 modems, 9 mouse and 24 power cables were recovered and seized following due procedure.

Interrogation & Modus Operandi:

The arrested accused were subjected to interrogation wherein they disclosed that the mastermind of the racket called Neetu, who is presently absconding, was linked to an organized online casino syndicate and had provided accused Deepak, who was operating this gambling den, with the login ID and password of an online account created on the website certain link which further gets redirected to another link, another gaming portal. Accused Deepak used to handle the gamblers' bets in cash and the reward money was also disbursed in cash. The most popular gamble was on the game of roulette where the winner was assured a return which was 18 times the bet money. Accused Deepak used to maintain all transaction details which were later supplied to the absconding kingpin Neetu who thereafter used to update the online gambling account separately. As of now, efforts are being made to find out as to whether the master account on the gaming website has been created using an Indian identity or otherwise and whether the linked Bank details are Indian or off-shore. It is also suspected that the account may be linked to further other similar accounts suspected to be engaged in money laundering. To ascertain all these aspects, raids are being conducted to apprehend the absconding mastermind Neetu and notices are being served to the Indian web domain where the accounts have been created.
