Interstate Narcotic drug cartel busted with the arrest of two key members

• 04 kgs of high grade heroin worth Rs. 16 crores in the International market recovered.
• Besides, seven mobile phone handsets and several SIM cards used for drug trafficking also recovered.
• Heroin was brought in Delhi from Manipur via Bareilly, UP, a new route of drug supply emerged during some time.

A team of Special Cell/ Northern Range, led by Inspr. Attar Singh and Inspr. Jeetendra Tiwari under the supervision of Shri Pankaj Sood, ACP has busted an Interstate drug cartel. Two Key members of said cartel namely 1) Dinesh Khangar @ Rahul, and  2) Naeem Ali have been arrested. 04 kgs of high grade heroin worth Rs. 16 crores in the international market has been recovered. Besides, seven mobile handsets with various SIM cards used in the drug trafficking activities have also been recovered.

Development of Information

Special Cell in its crusade against drug suppliers had busted several national/inter-national narcotic drug cartels in this year by arresting several notorious members of these drug cartels and by recovering huge consignments of high grade heroin. Sleuths of Special Cell of Northern Range were working on an information that an interstate narcotic drug cartel was active in states of UP, Delhi, Manipur and Punjab etc. Members of this drug cartel are involved in supply of high grade heroin from Manipur to Delhi and Punjab via different routes including via Bareilly, UP. This information was further developed by SI Bijender Singh with team members through technical as well as human surveillance. After 3/4 months of painstaking efforts, members of this cartel were identified and their activities were kept under discreet surveillance. Sources were deployed to gather more information about the activities of this cartel.

Operation  

On 02/07/2017, a specific information was received that a UP based notorious drug supplier would deliver a big consignment to a Delhi based receiver near Bikaner Sweets, Madipur, Punjabi Bagh, Delhi.  A team consisting of SI Bijender, SI Praveen, SI Rakesh and SI Sandeep laid a trap at vantage points near Bikaner Sweets, Madipur, Delhi. A person arrived with a black coloured backpack. After about 05 minutes, another person also arrived. As the consignment exchanged hands both the persons were apprehended. They were identified as Naeem Ali aged 28 years, r/o Distt Shahjahanpur, UP and Dinesh Khangar @ Rahul aged 22 years, r/o DDA Market, Sultanpuri, Delhi The search of backpack of Naeem’s  led to recovery of 1.5 kgs high quality heroin. A case under the appropriate sections of law has been registered at PS Special Cell, Lodhi Colony, Delhi.

Interrogation

          Both the arrested drug suppliers were thoroughly interrogated. Naeem revealed that procures supply of heroin from Bareilly, UP. They revealed that Government gives license for legalized opium cultivation for supplying the same to pharmaceutical and medicinal companies for use in making pain killers. Unscrupulous elements siphon off part of opium and divert the same for illegal manufacturing of heroin. He further stated that Government has stopped issuing License for opium cultivation for some time in Distt. Bareilly, UP. Due to stoppage of legalized cultivation of opium in Bareilly area, drug suppliers discovered new route of drug supply. They started bringing heroin in Bareilly from Manipur for further supply to Delhi and Punjab. Arrested duo has disclosed about having links with African Origin drug traffickers.

Team of Inspr Attar Singh has so far recovered 21 kgs of heroin this year from 12 drug suppliers in 06 different cases. Arrested Naeem originally hails from UP and was running a shoe manufacturing unit in Madipur, Delhi since the year 2002. He suffered losses in his business. He came into contact with Taimur Khan, a notorious drug supplier of the area. Taimur lured him to work for him in Delhi. Naeem developed his network of supply of heroin in Delhi. He has been indulging in drug supply for last 01 year. Naeem used to get water bottles from Rahul. Rahul used to run a small water bottling plant in Sultanpuri area and suffered loses. He told Naeem about loss in his business. Naeem lured him to indulge in drug supply in Delhi. Both have been indulging in supply of heroin for last 01 year.

          Further investigation to arrest other associates of arrested drug suppliers is being made.

Profile of the arrested persons:

1. Naeem is a school dropout. His father worked as a mason in village. He is married. Due to his roots in opium cultivated areas in UP, he is well familiar with drug business being run from that area. He shifted to Delhi in his tender age about 15 years ago. He worked in several shoe making small units as labour for about 05 years. In the year 2012, he started his own small shoe manufacturing unit in Madipur area. During the last about two years he suffered huge losses in his business. In order to earn easy money he joined the drug trafficking.  

2. Dinesh @ Rahul belongs to middle class MP based family but his family shifted to Delhi long back. He is matriculate. He alongwith his brother established a small plant of water bottling in Sultanpuri area about 05 years back. They suffered huge losses in trade. Dinesh came into contact with Naeem in connection with supply of water bottles in the factory of Naeem. Naeem, after knowing about losses of Rahul in his business lured him to step in illegal trade of drug supply in Delhi and Punjab. Rahul used his already established contacts of Delhi and Punjab for the supply of heroin.
