INTRODUCTION: With the arrest of accused namely Raka, age 32 years R/o District Rajgarh, Madhya Pradesh, a joint team of Anti Robbery Cell, South West Districtand PS Kapashera, has busted a notorious “BAND BAJA BAARAT” gang, involved in bag lifting incidents reported in recent past from the marriage functions held at Farm Houses and recovered Rs. 4 lacs stolen cash, gold and silver jewellery articles and other gift articles given to the bride by the guests, worth around Rs. 8 lakhs.

INCIDENTS :-  On 19.06.17, Sh. Manoj Choudhary, a Delhi and Gurgaon based businessman reported that his dark green colour Briefcase containing cash golden and silver jewellery, expensive wrist watch, etc. given by guests to the bride was stolen from his daughter’s marriage function organized at Kamya Palace, Bijwasan, New Delhi. A case vide E-FIR No. 000140/17 u/s 379 IPC was registered at PS Kapashera and investigation was taken up. Similar incidents were also reported from other marriage functions as well. The South West District police was working on these incidents.

INVESTIGATION & ARREST:-  The incident reported by Mr. Choudhary was found to be captured in the CCTV Cameras installed at the venue. Alongside local police a strong team of Anti Robbery Cell with technical expertise was also pressed into service for early arrest of criminals. Accordingly, a joint team comprising SI Arvind Kumar, SI Pradeep, ASI Rajesh, ASI Mahender, ASI Rajender, HC Umesh Kumar, HC Braj Lal, HC Vikram, Ct Jagdish, Ct Sudhir and Ct Rajender led by Insp Satish Kumar and Insp. Subeer Ojaswi, SHO PS Kapashera under the supervision of Sh. Rajender Singh, ACP/Operations was formed. The team worked tirelessly in analyzing all available video footages and deployed sources at various prestigious banquet halls, farmhouses etc. to gather intelligence about the presence and movements of the suspects. On analyzing the CCTV footages and video recording of the venue it was revealed that three persons including two juveniles were involved in this theft. It has also been revealed that the crime was committed by above suspects after spending considerable time at the venue and making themselves familiar and comfortable. They were never in a hurry, had their dinner there and patiently waited for the opportune time to strike. They dressed like those attending the marriage party. After entering the venue they mingled with the crowd and targeted the person keeping the cash. In a swift move, they targeted the briefcase which was used to safe keep the cash and jewellary by the family of newly-wed bride and groom and there after quickly vanished from the scene.

The team kept close watch to track the movements of culprits previously involved in the incidents with similar modus-operandi, especially the gangs belong to Madhya Pradesh and laid traps at farm houses and banquet halls where the marriages were being organized. The team also visited the three villages of Madhya Pradesh and tried to identify the thieves involved in the incident. The team also scanned the area with an idea that the criminals might have used any mobile network at the affected time and place. After a lot of sincere efforts the team zeroed down the criminals involved in the crime and got some specific inputs about their movements.  Efforts of the team bore fruits when, on 01.07.17, a specific information was received and accused Raka was apprehended from his rented house in Pochanpur, New Delhi. During interrogation accused Raka disclosed his involvement in the crime alongwith his other associates namely Neeraj, Kuljeet and two JCL’s. On his disclosure and pointing out stolen cash Rs. 4 Lacs, golden and silver jewellery, wrist watch, etc. connected with case E-FIR No. 000140/17 u/s 379 IPC PS Kapashera, have been recovered.


INTERROGATION:- During interrogation, accused Raka disclosed that he had been running a brach of criminals hail from Rajgarh and visited Delhi in past and committed several incidents of bag lifting from marriage functions including the function held at Kamya Farm house 19.6.17. He has further disclosed that he is an active member of one branch of such criminals from Rajgarh, MP and was staying in village Pochanpur in Dwarka area in Delhi on rent along with other members of the gang in order to commit crime in marriage functions held in all parts of the city. He along with Neeraj, Kuljeet etc had committed 6-7 other incidents in the area.

He further disclosed that they engage the minors in the commission of crime. Hedisclosed that minors between 9-15 years of age are auctioned in their area on the basis of their potential and intelligentsia. The bid sometimes crosses 10 lakh rupees for a kid. Once the kid is auctioned, the money is handed over to his parents in two or more installments and the kid is hired for a period of one year. Now, the kid would undergo training for a month long period as to how to commit thefts in the marriage functions and how to behave with the people inside once he gets inside the venue. He is also made mentally and physically tough not to divulge his identity and that of his gang members in case he is arrested red handed. He is also instructed to put on good clothes to attend marriage and should have snacks along with others invitees to dispel any suspicion. The gang comprises adult men and women as well who usually stay at rented premises and drop the child at function and sometimes wait outside on three wheeler and motor bikes. Women take care of the kids as their own and care for them as their own child. The real parents of the child are regularly informed regarding his/her well being. Kids are being sent inside and men stand outside the venue.



MODUS OPERANDI:- Accused person belongs to Rajgarh, Madhya Pradesh and is a part of a well-oiled criminal syndicate specializing in the trade of thefts from expensive marriage functions. They rent a house for one or two months in a city before moving out of that city. During the day time they would stay back at their residence and take rest, while in the evening they would hire a TSR till late night. They would look for a good marriage where entry is not by cards. Two or three gang members including minors would enter the party and after careful observation of the pageantry, fix their focus on the bag containing the cash, valuables etc. being received by the newlyweds. As soon as the right opportunity comes, the bag would be taken away by the child usually from the stage or Phera ceremony and hand it over to the other major members waiting outside and they all escape from the place in the auto hired by them or on their own motor bike.

Sometimes two gangs join hands. In the present incident gang of Neeraj and Raka were involved. The child who stole the bag had been hired by Neeraj relatives from the village and handed over to Raka to commit crime. Neeraj had taken one lac extra from the booty in the name of payment of child money to his parents in MP.

The gang had also been involved in 6-7 other cases and investigation is still continued. A strong team of Anti Robbery Cell of the district has been sent to MP to arrest the remaining accused persons and for the identification and apprehension of the minor involved in this crime and for the persons who were involved in auctioning of minor and earning money by pushing them in crime.


RECOVERY:

1. Cash Rs. 4 Lacs;

2. Two gold rings;

3. Four pair gold earrings;

4. One goldcoin(ginny);

5.10 silver coins;

6. Silver jewellery;

7. One expansive wrist watch,etc.
