ESPIONAGE RACKET RUN BY DELHI BASED PAKISTAN INTELLIGENCE OPERATIVE BUSTED

  • ONE PAKISTAN INTELLIGENCE OPERATIVE APPREHENDED AND RELEASED WHILE 2 SPIES ARRESTED.
  • SECRET/CONFIDENTIAL DOCUMENTS HAVING GRAVE IMPLICATIONS ON NATIONAL SECURITY RECOVERED.
 A team of officers of Crime Branch led by ACP Sanjay Sherawat  and consisting of Insprs Sunil Kumar, Neeraj Chaudhary, Narender Chahar ,SIs Neeraj Kumar, Sandeep Yadav, Mandeep, HCs Kartar, Devender, Vijay Pratap, Suresh, Ajay, Narender, Rajesh, Cts Deepak, Omparkash, Brijesh, Ravi and Amarpalof ISC, Crime Branch, Chankyapuri under the supervision of DCP Crime (South) Bhisham Singh and under overall supervision of Sh. K.K Vyas, Addl. CP/Crime, have busted an espionage racket and apprehended a Delhi based Pakistan Intelligence Operative (PIO) and arrested two spies. Vital information/ documents related to deployment of army and para military forces in Rajasthan and Gujarat having serious implications on national security have been recovered from their possession.
INFORMATION
There were credible inputs since last about 6 months in ISC/Crime Branch regarding involvement of certain individuals in anti-national activities. Classified information related to vital installations of army and para-military forces in Rajasthan and Gujarat was being passed to Pakistan Intelligence Operative through spies recruited by him. Looking into the gravity of the matter, the information was developed and key operatives, including Maulana Ramzan and Sohaib Nagaur, both residents of Rajasthan, involved in the network were identified. Maulana Ramzan and Sohaib were passing on secret information/documents in lieu of money to the PIO based in Delhi. There was high probability that the information passed on by these anti national elements to PIO is being used against the national interests and could be highly detrimental for national security.
OPERATION
On 25/10/16, a specific information was received through one of the sources that the above said Maulana Ramzan, along with his associate, would come to Delhi on 26/10/16 between 9:00- 10:00 A.M at main gate of Delhi Zoo, to pass on the secret documents related to deployment of army and para military forces in Rajasthan and Gujarat to their Delhi based Pakistan Intelligence Operative. Accordingly, on 26.10.16, a trap was laid and at about 10:40 A.M., three persons, who had gathered there and were sharing information/documents amongst themselves were apprehended and from their possession, documents having implications on national security were recovered. Accordingly, a case under appropriate sections of law was registered. Their names and addresses were revealed as Maulana Ramzan s/o Aloo Khan r/o Gandhi Chowk, Nagaur, Rajasthan, Subhash Jangir s/o Harikishan r/o Village- Inana, Distt-Nagaur, Rajasthan and Mehboob Rajput s/o Hasan Ali r/o 2350, Gali Near Madari, Rodgran Mohalla, Chandani Chowk, Delhi, and he showed an Aadhar card having this identity.
During sustained interrogation, Mehboob Rajput revealed his actual name, i.e. Mehmood Akhtar. He was carrying a forged Aadhar Card to assume an Indian identity. He is serving with Pak ISI and has got diplomatic immunity since he is posted in the Pakistan High Commission (PHC) of Delhi. This was got verified through MEA and after confirmation and as per the due procedures, he was handed over to the PHC diplomats in presence of MEA representative. During interrogation, the PIO disclosed that he was posted in PHC, Delhi since about two and half years and was working in visa section of the PHC. He also disclosed that he is on deputation to Pak ISI since Jan 2013 and is a serving Hawaldar of 40 Baloch Regiment of Pakistan army and native of village Kahuta, district Rawalpindi, Pakistan. There is likelihood of involvement of other persons as per the information elicited from him, which is being investigated.
RECOVERY
  1. Secret defence related maps & deployment charts of border areas.
  2. Several lists having details of BSF serving/retired personnel.
  3. Forged Aadhar Card.
  4. Several visa related documents, etc.
PROFILES

  1. Maulana Ramzan Khan @ Hazrat is a permanent resident of Manak ki Dhani, Barmer, Rajasthan. He is a school dropout. About 25 years ago, he came to Nagaur, Rajasthan and started running a cut piece cloth shop in local market of Nagaur. Simultaneously, he started working as an Islamic preacher in a local mosque “Qureshiyon ki Masjid”. About 1 and half year back, he came in contact with Shoaib r/o Jodhpur, Rajasthan, who was indulged in anti national activities. Shoaib lured him to join him in collecting the vital information about the installations of army and para military forces in Gujarat and Rajasthan, since he was resident of border area and was familiar with the local residents and topography of the area. He along with Shoaib met the PIO Mehmood Akhtar @ Mehboob Rajput who was working in visa section of Pakistan High Commission. Mehboob Akhtar induced Ramzan Khan and Shoaib to provide secret/confidential information/ documents related to vital defence installations in lieu of handsome amount. Ramzan Khan further recruited local conduits which included army/para military forces personnel and started passing on information/documents to the PIO.
  2. Subhash Jangir (35 yrs) is a permanent resident of Vill-Inana, Nagaur, Rajasthan.  He has studied upto 9th standard and is married.  About 40 yrs back, his father came to Nagaur City, where he was serving as PTI in a government school. Since last year, Subhash is running a grocery shop, where he came in contact with Ramzan Khan being a neighbor shopkeeper.  Shubash Jangir was in heavy debt. Ramzan Khan was aware of his financial conditions and sensing him as a soft prey, he lured Subhash Jangir into anti-national activities. Ramzan Khan presented him to the PIO as a para military officer so that they could get more money from the PIO. He alongwith Ramzan Khan had come to Delhi 2-3 times and had passed on vital information regarding army/para military installations to the PIO.
