DESPERATE PROCLAIMED OFFENDER RAJENDER MITTAL ARRESTED

  • PROCLAIMED OFFENDER IN TWO OTHER CASES OF CHEATING OF PS CONNAUGHT PLACE AND PS  SHAKARPUR, DELHI.
  • PREVIUOSLY INVLOVED IN FIVE CHEATING CASES.
  • ACCUSED PERSON IS CONVICTED FOR 181 YEARS FROM CONSUMER COURT, DELHI.
INTRODUCTION: -Crime Branch has arrested one proclaimed offender Rajender Mittal (66 yrs) s/o Late Deen Dayal r/o Plot No.BS-7, B-714, Sector-3, Vasundhra, Ghaziabad, UP, who has been declared by the Court of Ms. Kiran Bansal, Ld. CMM/East vide order dated 30.07.13 in case FIR No.468/94 u/s 420/406/34 IPC, PS Shakarpur, Delhi. He is also wanted in case FIR No.21/91 u/s 420/406 IPC, PS Subzi Mandi, Delhi, case FIR No.366/92 u/s 420/406 IPC, PS Connaught Place, Delhi & Ex-30/11, Consumer Court, Delhi. He was convicted by the Consumer Court, Delhi for 181 years.
TEAM AND OPERATION: - On 13.06.2016, the Hon’ble Court of Sh. Naresh Kumar Laka, Ld. CMM, East District, Karkardooma Court, Delhi directed Crime Branch to take strategic action for apprehension of accused Rajender Kumar Mittal and produce him before the Court. In this regard, a team lead by ACP Anand Kumar Mishra , Inspector Vinay Tyagi,  SIs Raj Kumar, Dinesh, HCs Raj Kumar, Ramesh Kumar, Sanjeev Kumar, Pramod Kumar, Amit, Devender, Satyawan, Sunil Kumar, Cts Vikrant, Satish Kumar, Gaurav, Shyam Lal and Vivek was constituted under overall supervision of DCP Dr. G. Ramgopal Naik, and under the guidance of Addl.CP K.K. Vyas to nab him.
PROFILE & INTERROGATION: -
The Ld. Court of Sh. Naresh Kumar Laka, CMM/East ordered in case FIR No.468/94, PS Shakarpur, Delhi that in the instant case more than 300 persons were cheated by hatching a conspiracy in a well planned manner to offer sale of various bunch/piece of land. There are 6 accused persons in the present case. The kingpin amongst them is accused Rajender Kumar Mittal, who played pivotal role and there are substantial evidence against him. The said accused has already been declared a Proclaimed Offender on 30.07.13. The trial is already concluded and a detailed judgment dated 08.06.16 has been passed whereby the accused Rakesh Kumar has been convicted. The Ld. Court observed that it is a well established principle of law that justice should not be done but it should be manifested to have been done. The accused Rajender Mittal was declared proclaimed offender when 19 material witnesses had already been examined and he had absconded or concealed himself under the anticipation that he would surely be convicted and punished.
Order dated 30.07.13 declaring accused Rajender Kumar Mittal as Proclaimed Offender (PO) was passed three years ago but he could not be traced and apprehended. The two other accused persons namely Gajraj and D.K Dua, who have been acquitted in this case, claimed that accused Rajender Kumar Mittal has amassed huge wealth and property by cheating hundreds of innocent persons and he is involved in two-three other FIRs in Delhi as per their knowledge and he might be involved in many other cases in Delhi and U.P., which are not known to them. Hence the Hon’ble Court asked Crime Branch to trace and arrest the accused.
PROFILE OF ACCUSED PERSON: - 
  Accused Rajender Mittal has studied upto 12th standard from Panipat. He started work of property dealing at the age of 20 years in the name of Tirupati Associates at Vikas Marg in the area of PS Shakarpur, Delhi.
Accused was earlier arrested in 1991 and after remaining in jail for two-three months, he came out on bail and since then, he was absconding from the Hon’ble Courts. On 30.07.2013, the Hon’ble Court declared him as Proclaimed Offender in several cases. Earlier, he alongwith other four co-accused was arrested in which accused Rajesh r/o Keshav Puram, Delhi was convicted by the Hon’ble Court for seven years and his two other associates D.K. Dua and Gaj Raj Singh were acquitted.  Smt. Raj Shree Mittal, wife of accused Rajender Mittal, was discharged by the Hon’ble Court in case FIR No.468/94 u/s 420/406/34 IPC, PS Shakarpur.
On 28.06.2016, accused Rajender Mittal was convicted in case FIR No.21/91 u/s 406/420/34 IPC, PS Punjabi Bagh by the Hon’ble Court of Ms. Sugandha Aggarwal, CMM, West, Tis Hazari Courts, Delhi. On 03.10.2006, accused Rajender Mittal was also convicted by the Hon’ble Court of Sh. Shahbudin, MM, Karkardooma Court in case FIR No.143/92, u/s 420/120-B IPC,  PS Shakarpur. On 01.03.2011, accused Rajender Mittal alongwith other co-accused person Raj Kumar, Bal Raj Singh, Dinesh Dua, Rakesh Kumar and Mrs. Raj Shree Mittal (wife of accused Rajender Mittal) were also convicted in case FIR No.139/91 u/s 420/406/120-B IPC, PS Shakarpur, Delhi for rigorous imprisonment for 7 years and with fine of Rs.5,000/- and if fine was not paid by the accused persons they have to undergo further imprisonment of six months.  He was still absconding in all cases and was evading his conviction. The Crime Branch is also verifying his other involvements and his previous antecedents.

Two sophisticated pistols alongwith 9 cartridges recovered. A reward of Rs 50,000/- was declared by Delhi Police for his arrest. A team of Special Cell, Northern Range, led by Insp. Sanjay Nagpal, Inspr. Prabhat Kumar & Insp. Pankaj Kumar under the supervision of Shri Pankaj Sood, ACP has arrested sharp shooter of notorious and desperate gangster Naveen @ Khati namely  Sagar @ Punter, alongwith his associate Ravi @ Cheeru. Two pistols alongwith 9 cartridges were recovered from their possession.  A Bullet Motor-Cycle used by gangster has also been seized.
