Sharp Shooter of Kapil-Jyoti Sangwan @ Nandu Gang namely Krishan @ Ankush @ Bhalu, carrying a reward of 50,000/-, alongwith 4 of his desperate associate gangsters arrested

• Arrestees fired 5 rounds but could not succeed in fleeing away.   
• Seven sophisticated semi automatic pistols including a mini carbine gun alongwith 75 live cartridges and 5 fired bullet shells recovered.
• Three arrestees are wanted in the sensational day light murder of Shrikrishan, father of rival gangster Manjeet @ Mahaal.    
• A red color Polo car is also recovered.

A team of Special Cell, Northern Range, led by Insp. Sanjay Nagpal, well assisted by Inspr. Prabhat Kumar & Insp. Pankaj Kumar under the supervision of Shri Pankaj Sood, ACP has arrested five desperate gangsters including sharp-shooters of notorious Kapil Sangwan @ Nandu gang namely (1) Krishan @ Ankush @ Bhalu, aged 28 years, (2) Anil Sharma @ Podi, aged 22 years, (3) Deepak Maan, aged 22 years, (4) Pankaj Dagar @ Seera, aged 37 years and (5) Deepak Sharma @ Tarun, aged 21 years, on 11.03.2017 at about 07:30 PM from near Hanuman Mandir, Surakhpur-Najafgarh Road, Delhi after desperados made several fires in order to terrorize the raiding party for escape. However, the goons were over powered by the brave members of raiding party. No fire was made by the police despite provocation by the desperados.  

Keeping in view the desperation of arrestee gangster Krishan @ Ankush @ Bhalu, Delhi Police had declared a reward of Rs 50,000/- for his arrest.

Total seven sophisticated semi automatic weapons of different calibers including a mini carbine gun alongwith 75 live cartridges have been recovered from them. Besides, 5 fired bullet shells and a red color Polo car has also been seized from the spot.  

History of Gang-war between Manjeet @ Mahaal and Kapil-Jyoti Sangwan @ Nandu gang

There is a long history of gang war in Nazafgarh and adjoining area of Delhi. Several gangs are remained active in this area of Delhi and the gang rivalry has stormed public of Delhi time and again by sensational killing of members/relatives/sympathizers/witnesses of rival gangs.

To fulfill their financial needs, these gangs are indulged in extortion and land grabbing.  In order to show their dominance over each other, members of the gangs interfere in the illegal activities of rival gang which create rivalry amongst them. This rivalry ultimately led to the killing the members/relatives/facilitators of rival gangs. Several such murders/attempt to murders have so far been committed out of gang rivalry which had stormed Delhi time and again.  

Manjeet @ Mahaal r/o village Mitraun, Najafgarh is a very big name in the world of crime. He is active since the year 1992 in the area of South-West Delhi. One Dinesh Dalal @ Gapchu r/o Najafgarh was one of the active members of Mahaal Gang. The said Dinesh @ Gapchu was murdered in the year 2011/12 by another active gang which was being led by Dhirpal @ Kana, Vikas Langerpuria & Jyoti Sangwan. Since then, Manjeet @ Mahaal and Jyoti Sangwan became rivals to each other. In retaliation, on the direction of Manjeet @ Mahaal, another gangster Sandeep Badwasni r/o Sonipat had attacked Dhirpal @ Kana in the year 2013 in the area of Outer Delhi.

One Nafe @ Mantry r/o village Ghummanhera, Delhi is also an active member of Mahaal gang. There was some money dispute over some “Satta Transaction” between Nafe @ Mantry and one Surajbhan @ Ballu r/o village Deenpur, Chhawla, Delhi.  The said Surajbhan @ Ballu took the help of one Sunil @ Doctor, brother in law (Jija) of gangster Jyoti. Sunil @ Doctor threatened Nafe @ Mantry using the name of gangster Vikas Langerpuria and Jyoti Sangwan. Over that issue, in the month of December’ 2015, Manjeet @ Mahaal, Nafe @ Mantry and their other associates reached at the office of Ballu and opened indiscriminate firing in which Sunil @ Doctor (Brother in law of Jyoti Sangwan) was killed. During that period, Jyoti was in judicial custody. Real brother of Jyoti i.e. Kapil Sangwan @ Nandu alongwith other associates took it as challenge and reached at the house of Nafe @ Mantry in the same night. During indiscriminate firing, father of Nafe @ Mantry was killed whereas his mother and wife were seriously injured.     

Although, Kapil Sangwan was criminally active prior to this incident, but this daring revenge of Kapil Sangwan, led to the creation of Kapil-Jyoti Sangwan @ Nandu gang. After that the members of this gang committed several murders/attempt to murders of members/relatives of Manjeet Mahaal gang. Later on, Kapil Sangwan @ Nandu was also arrested, however, their associates remained active and kept on grabbing opportunities to attack on the members/relatives of Manjeet @ Mahal gang.

In December’ 2016, Manjeet @ Mahaal was arrested by Special Cell and since then he is in judicial custody. After his arrest, the members of Kapil-Jyoti Sangwan @ Nandu gang had committed the murder of father of Manjeet @ Mahaal in the end of January 2017 outside of his house at village Mitraun and since then the arrested accused persons have been absconding.

Development of information and action plan

It is one of the tasking of Special Cell to work against the gangsters and to nab them. Hence, after the murder of Shri Krishan, i.e. father of gangster Manjeet @ Mahaal on 29.01.17, ASI Krishan Kadiyan and ASI Rajender Hudda were specially detailed by Inspr. Sanjay Nagpal of Special Cell/Northern Range to develop the information in this regard and to apprehend the offenders. Technical as well as manual sources were deployed to develop such information by both of them. Both did pain staking efforts with the assistance of Cts Sandeep Dagar and Anil and kept surveillance on the suspected hideouts and on their facilitators for over a month.      

In that process, in the evening hours on 11.3.2017, specific information was received to ASI Krishan Kadiyan and ASI Rajender Hudda that 4/5 members of Kapil-Jyoti Sangwan @ Nandu Gang including the sharp-shooters involved in the day light sensational murder of the father of Manjeet @ Mahaal will be passing through Surakhpur-Najafgarh Road in a red color Polo car and would try to assault on other family members of Manjeet @ Mahaal.   

Team and incident

Working on this specific information, a raiding party was immediately constituted consisting of Insp Pankaj Kumar, SI Narender Rathi, SI Neeraj Kumar, ASI Mandeep, ASI Jagat, ASI Bijender, ASI Pawan, HC Mushtaq, HC Deepak, HC Sandeep, Ct Anil, Ct. Sandeep, etc. and was sent to act accordingly.

At about 07:20 PM, the said Polo car was located by the team coming towards village Mitraun on Surakhpur-Najafgarh Road. Members of the team and police vehicles had already taken positions near the spot under strategy to cordon the suspects. As soon as, the car came in the range of raiding party, drivers of the police vehicles immediately blocked the way of the Polo car from the front as well as from the back gave no chance to run away the Polo car. Members of the raiding party immediately swung into action and rushed towards the car and warned the occupants to surrender. Realizing the presence of police, the four occupants of the Polo car got off the car whereas one of the occupants remained inside the car. The 4 desperados came out from the car were carrying weapons in their hand and started running in different directions. They threatened the raiding party and started firing on the police team. However, the dedicated members of the raiding party wearing bullet proof jackets showed extra ordinary courage and immediately pounced upon the desperados and overpowered all of them and snatched their loaded weapons. Total seven sophisticated weapons of different calibers along with 75 live cartridges were recovered from the possession of the accused persons. Moreover, 5 empty shells which were fired by the desperados were also recovered from the spot. One of the gun shot by the desperados even hit the bullet proof jacket of ASI Rajender Hooda.

A case under appropriate sections of law has been registered and all the five desperate gangsters have since been arrested. 7 semi automatic weapons including a mini carbine gun alongwith 75 live cartridges and 5 fired shells alongwith the Polo Car has been seized.

Gist of interrogation of arrestees  

The interrogation of the arrestees has revealed that members of Manjeet @ Mahaal gang has started taking revenge of the murder of the father of Manjeet @ Mahaal by committing the murders of Vikrant at Gurgoan and Dinesh @ Mangu at Chhawla, Delhi who belonged to Kapil-Jyoti Sangwan @ Nandu gang. The arrestees disclosed that they were well prepared and on their way to village Mitraon with the intention to target any of the family member of Manjeet @ Mahaal, if get the opportunity. The arrested members have also disclosed that they were planning to eliminate gangster Manjeet @ Mahaal in the judicial custody during his production in the Court/s. They had also planned to attack on Manjeet @ Mahaal when he visited his village from custody to attend the social rituals of his deceased father in the month of February 2017 but could not succeed due to presence of police. They use to carry weapons all the time and were in search of getting opportunity to attack on the known associates/facilitators of Manjeet @ Mahaal gang  

Brief Profile of Accused Persons

1. Krishan @ Ankush @ Bhalu, aged 28 years, s/o Jagdish Prasad, r/o RZ-125, B-Block, Gopal Nagar, Najafgarh, Delhi.

He is a graduate through correspondence course. His father is working as Plumber. He belongs to a poor family. During studies, he came in contact with Kapil Sangwan @ Nandu, now turned into a desperate gangster, and started assisting him for want of easy money. With the course of time, he joined Kapil-Jyoti Sangwan @ Nandu gang and started committing crimes. Previously, he has been found involved in four cases of Extortion, intimidation to witnesses, Arms Act. At the instigation of gang leaders, on 29/01/2017, he alongwith his associates committed the murder of Shri Krishan, father of Manjeet @ Mahaal in day light.  

  

2. Anil Sharma @ Podi s/o Om Prakash r/o RZ-34, B-Block, Nanda Enclave, Najafgarh, Delhi (22 years).

He studied upto 12th standard. Earlier gangster Kapil Sangwan @ Nandu used to stay in his locality and being the neighbor, he came in touch with Nandu and joined his gang. He is now one of the sharp-shooter of Kapil-Jyoti Sangwan @ Nandu gang. Previously he has been found involved in three cases of extortion, Robbery etc., in which he was arrested along with Kapil @ Nandu. At the instigation of gang leaders, on 29/01/2017, he alongwith his associates committed the murder of Shri Krishan, father of Manjeet @ Mahaal in day light.  

After this murder, he and his family has left the house for an unknown place and have disposed off all the cattle too in a very meager price.  

3. Deepak Maan s/o Ranbir Singh r/o VPO Isserheri, Distt. Jhajjar (Haryana), Present Add. H.No. 268, Sainik Enclave, Part-III, CRPF Camp, Najafgarh, Delhi (22 Years)

He studied upto 12th standard from open school. After that, he started computer course in ITI Pusa New Delhi but after some time dropped the studies. For last some time, he came in contact with Krishan @ Ankush @ Bhalu and others and joined Kapil-Jyoti Sangwan @ Nandu gang. He is a fresher in the world of crime. At the instigation of gang leaders, on 29/01/2017, he alongwith his associates committed the murder of Shri Krishan, father of Manjeet @ Mahaal in day light.  

4. Deepak Sharma @ Tarun @ Gattu s/o Ajeet Sharma r/o RZ-81, New Roshanpura, Najafgarh, Delhi (21 years)

Accused Deepak @ Tarun basically belongs to Distt. Kangra, Himachal Pradesh. His father works as VIP Flight Attendant at IGI Airport. He studied upto 12th standard from open school. He has also undergone Diploma course from Polytechnic at Bahadurgarh. He has also learnt French language. He also did private job. After some time, he came into contact with Gulshan @ Gullu, a resident of his locality, who is an associate of gangster Kapil-Jyoti Sangwan @ Nandu. Through Gulshan @ Gullu, he has joined Nandu Gang and used to go to visit them and their associates in the jail. He has previously been found involved in a case of armed robbery of motorcycle from the area of Chhawla, Delhi for using the same in gang’s activities.  

5. Pankaj Dagar @ Seeta s/o Kala Chand r/o VPO Prahaladput Banger, Delhi (37 years).

He has completed his Graduation from Delhi and has been doing private job. Later on he started the business of managing events. He is still unmarried. For some time, he stayed as live-in relation with a girl but after some time both of them separated. He had his own business of building material supply. Later on he came in contact with bad elements to earn easy money and started earning money by preparing fake & forged educational certificates of students and their admission in colleges. In this course, he was arrested in two cases of cheating/forgery of PS Maurice Nagar, Delhi in the year 2011. He has also been arrested in a case of rape in the year 2016. Recently he has joined Nandu Gang.
