International Drug Cartel busted

  • Two members of cartel arrested.

A team of Northern Range, Special Cell, led by Insp. Attar Singh under the supervision of Shri Pankaj Sood, ACP has busted an International drug cartel. The trail of drugs starts from Afghanistan, Pakistan and reaches India. The two members namely (1) Gurnaam Singh @ Giani  & (2) Dilbagh Singh @ Sonu were arrested from Singhu Border, Delhi. 02 kgs  high grade heroin worth Rs. 08 crores in the international market have been recovered from their possession.  An i-20 car with fake number plate of Haryana and mobile phone used in the drug trafficking have also been recovered.  Apart from Indians, persons of African origin, Afghanistan and Pakistan are also part of said drug cartel.

Development of Information

Special Cell in its tirade against drug suppliers had busted several narcotic/ drugs cartels in the past by arresting various members of these cartels there by recovering huge consignments of heroin and opium. Sleuths of Special Cell of Northern Range were working on information that an international narcotic drug cartel  is active in states of  Manipur, UP, Delhi, Punjab etc. Members of this cartel are involved in supply of high grade heroin in Delhi, NCR, UP, Punjab in India. This information was further developed through technical as well as human surveillance. It took about 3/4 months painstaking efforts to develop information. During this process, members of this cartel were identified and their activities were kept under discreet surveillance.  

Operation  

On 08.03.2017, an information was received by SI Sandeep Kumar that a big consignment of drugs would exchange hands near petrol pump Amrahi Village Extn in the area of Dwarka Delhi. It was further ascertained that drug traffickers would be coming in a i-20 car having Haryana registration number HR-26 –BB-7172 to receive a consignment of drugs from a man of African origin.  Accordingly a crack team consisting of SI Sandeep, SI Praveen Rathi, SI Surender,  ASI Harpreet, Ct Davender, Ct Dilbagh, Ct Manjeet was formed.  A trap was laid at the vantage points near petrol pump Amrahi Village Extn in Dwarka.  The i-20 car with number HR-26 –BB-7172 was spotted. There was quick exchange of consignment, the drug traffickers sensed the police presence and sped away. Police teams tailed their car and after high speed chase intercepted it near Singhu Border. The drug traffickers tried to mow down the police men in bid to escape, in the ensuing tussle police team broke the side glasses of the car and forced the drug traffickers to surrender. 02 kg heroin i.e. 01 kg from each was recovered. Rs.-20/- lakhs in denominations of 2000 were also recovered from car. They were identified as 1) Gurnaam Singh @ Giani  r/o Village Sicha, District Kapurthala, Punjab & (2) Dilbagh Singh @ Sonu r/o Village Latiyawal, District Kapurthala, Punjab. A case under NDPS Act has been registered at PS Special Cell, Lodhi Colony, New Delhi.

Interrogation

Both the accused persons were thoroughly interrogated. Gurnaam Singh @ Giani is maternal uncle of Dilbagh Singh @ Sonu. Recovered i-20 car has been found registered in name of Balwinder Singh, father of Sonu who is presently lodged in Tihar jail, Delhi. Both revealed about the details of their associates including source of supply. They revealed that they get supply of heroin from drug traffickers of African origin residing in the area of Dwarka. They also disclosed that these African Nationals procure the supply of heroin from Afghanistan and Pakistan. The carriers from Afghanistan and Pakistan consume insoluble capsules of heroin in their stomachs. These carriers after landing in India flush the insoluble capsule out and supplied them to drug dealers in Delhi and Punjab. These African nationals are also involved in sending consignments of heroin to other countries including England, France, Canada and South Africa through courier companies.
Both the arrested persons disclosed that they had changed number plate of their i-20 car to ward off the attention of law enforcing agencies. They revealed due to drug menace law enforcing agencies tend to check the cars of Punjab number as drug traffickers from Punjab frequently visit Delhi in their cars to collect consignments of heroin. Accused persons had also created secret cavity in their car to keep heroin concealed.

They also disclosed that due to recent elections in Punjab, there is acute shortage of drugs. After election, both the arrested persons collected 04 big consignments of heroin during last 01 month from said African National. Both also revealed that due to heavy police presence on the eve of counting of votes in Punjab and impending Holi festival, both wanted to procure enough supply of heroin from Delhi to sell the same at exorbitant prices.
During interrogation, it was also revealed that Gurnaam Singh @ Giani was last year arrested in a case of NDPS Act in PS Sultanpur Lodhi in Distt. Kapurthala, Punjab. Balwinder Singh, father of Sonu was earlier arrested by Special Cell in the month of July last year in a case of NDPS Act. He was arrested alongwith his 02 associates including a Nigerian National namely Micheal Chinedu and 04 kgs heroin was recovered from them. Said Micheal Chinedu who is presently lodged in Tihar jail with Balwinder Singh had introduced his Nigerian associate to Sonu. Sonu and Giani were receiving heroin from him last 06 months.
Profile of the arrested persons:
  1. Gurnaam Singh @ Giani  belongs to a lower middle class family. He is a school drop out. His father was a farmer. Giani is married and he is having 04 kids. Gurnaam Singh is real maternal uncle of Sonu. He has been working as Giani in Gurudwara of his village for 06-07 years. Gurcharan Singh @ Bitto who is his cousin was also arrested last year by Special Cell in a case of NDPS Act in which 3.5 kgs heroin was recovered. Gurcharan Singh had lured him to work his carrier. After the arrest of Gurcharan, Giani started independently supplying heroin in Punjab. Sonu introduced him with the African National in Delhi about 06 months ago.  

  1. Dilbagh Singh @ Sonu belongs to a middle class family.  He is a matriculate. He has 02 elder sisters and 01 brother. His father Balwinder Singh is a notorious drugs supplier of Punjab who was arrested in many cases of NDPS Act in Punjab. Balwinder Singh alongwith his 02 associates including Micheal Chinedu was arrested by Special Cell on 31/07/2016  in  case of recovery of 04 kgs heroin. He is lodged in Central jail Tihar alongwith Micheal Chinedu who had introduced Sonu with his fellow Nigerian National. Said Nigerian National has been supplying heroin to Sonu and Giani for last 06 months after the arrest of Micheal Chinedu.
