• THE ACCUSED WAS WANTED IN SEVERAL CRIMINAL CASES INCLUDING A SENSATIONAL DAYLIGHT MURDER CASE OF PS UTTAM NAGAR IN WHICH THE ACCUSED ALONGWITH HIS ASSOCIATE PUNIT YADAV HAD SHOT DEAD A PROPERTY DEALER ON 08.11.2016 OVER A PROPERTY DISPUTE AND WAS DECLARED PROCLAIMED OFFENDER IN FOUR CASES OF DELHI & HIMACHAL PRADESH.
• TWO SOPHISTICATED PISTOLS LOADED WITH 9 CARTRIDGES RECOVERED FROM THE POSSESSION OF ACCUSED ALONGWITH A RITZ CAR.
• ACCUSED REMAINED SHOOTER OF DESPERATE ‘RAJESH NAHRI GANG’ OF HARYANA AND ‘MANJEET MAHAL-NAFE MANTRI GANG’ OF DELHI & NCR.
• THE ACCUSED WAS PLANNING TO KILL SITTING MLA OF UTTAM NAGAR SHRI NARESH BALYAN AND A DY.SP OF PANIPAT JAIL.   

INTRODUCTION: -

Crime Branch has arrested a one of the most wanted interstate criminal of South-West District namely Sombir @ Sonu @ Filmy (aged 30 years) s/o Late Umed Singh r/o VPO Kakrola, PS Dwarka North, Delhi from Sector-16-A, Dwarka area who was wanted in several criminal cases including a sensational murder case of PS Uttam Nagar in which, he alongwith his associate Punit Yadav had shot dead a property dealer Bijender Kumar on 08.11.2016 over a property dispute of a plot situated in Bhagwati Garden measuring about 200 yards and approx Rs. 1.5 Crore market value. Two sophisticated pistols loaded with 9 live cartridges and a Ritz car have been recovered from the possession of accused. The accused Sombir @ Sonu @ Filmy has remained shooter of desperate ‘Rajesh Nahri Gang’ of Haryana and ‘Manjeet Mahal-Nafe Mantri Gang’ of NCR and was associated with Rishiraj @ Lambu, a notorious criminal of South-West District. Presently, he was planning to re-constitute his own gang after arrest of Manjeet Mahal by Delhi Police. The accused was planning to kill sitting MLA of Uttam Nagar Shri Naresh Balyan as the accused was thinking that he is favouring the rival party on a property dispute matter and a Dy. SP of Panipat Jail to take revenge from him as he hanged up his mischievous activities in Jhajjar Jail.     

CASE BACKGROUND

On 08.11.2016 at about 9:45, a sensational incident of shootout took place in area of Bhagwati Garden, Uttam Nagar when two youths on a Bajaj Pulsar m/cycle shot dead a property dealer Bijender r/o Bhagwati Garden after firing several rounds near his house. The victim died on the spot while tboth the accused persons fled away from the spot. This daylight incident of murder created a sensation in the locality and a case vide FIR No. 795/16 dated 08.11.2016 u/s 302/34 IPC r/w 25/27 Arms Act was registered at PS Uttam Nagar. Several teams of Delhi Police including local police and Crime Branch were constituted to nab the criminals. During investigation, both the accused persons were identified as desperate criminals of locality namely Sombir @ Sonu @ Filmi and Punit Yadav, a member of Nafe Mantri-Manjeet Mahal Gang and it was revealed that the murder was committed over a property dispute of a plot measuring about 200 yards of approx. Value about Rs. 1.5 Crore.                 

INFORMATION, TEAM & OPERATION: -

Asstt. Sub-Inspectors Satpal Dagar and Randhawa posted in SWR, Crime Branch received a secret information that the interstate criminal Sombir @ Sonu @ Filmi would come in area of Sector-16-A, Dwarka in a white colour Maruti Ritz car on 06.03.2017 and may possess illegal weapons. This information was further developed and a core team of Crime Branch led by Insp. Yashpal Singh and consisting of ASIs Randhawa, Satpal Dagar, Govind Singh, Mahesh Tyagi, Bhoop Singh, HCs Dharmender, Ramkumar, Rajeev Sahrawat and Consts. Badri Prasad, Ravinder and Dvr./Ct. Sanjiv Kumar was constituted under close supervision of ACP Jasbir Singh to nab the criminal. Accordingly, the Crime Branch team laid a trap in plain clothes near expected place of his arrival and at about 4:50 pm, the white Ritz car of the accused was intercepted under Metro Line, Sector-16-A, Dwarka. On sensing the presence of police, the accused tried to run away from the spot and started tussle with ASI Satpal Dagar and tried to whip out his pistol on police team. But the alert team members successfully overpowered the accused Sombir @ Sonu @ Filmi. On his personal search, two illegal sophisticated pistols of 7.65 bore loaded with total 9 live cartridges were recovered from his possession. Accordingly, a case under appropriate sections of law was registered and the accused Sombir @ Sonu @ Filmi was arrested in the case.                 

PROFILE & INTERROGATION & DISCLOSURE: -

Interrogation of the accused revealed that he belongs to a middle class family residing in Village Kakrola, Delhi. His father had expired in the year 2002 due to ailment by cancer. He has studied upto 7th standard from govt. school of his village and after that he left his studies and fell in bad company and came in contact with members of desperate ‘Rajesh Nahri Gang’ of Haryana.

In the year 2000, he was first time arrested by Haryana Police of PS Kharkhoda, Sonipat in a case of Arms Act when he was only about 15 years of age. In the year 2003, he was arrested by Delhi Police in a case of attempt to murder of PS Punjabi Bagh and in a case of car-jacking of Gurgaon.

In the year 2004, he along with his associates shot dead one Moni r/o Village Dichaun Kalan in the area of Village Barahi, Bahadurgarh, Haryana in an enmity of his close friends Arvind & Bijender both r/o Village Dichao. A case FIR No. 06/04 dated 22/02/04 U/s 302/201/120-B/34IPC & 25/27/54/59 Arms Act was registered at PS Linepaar Bahadurgarh, Haryana and lateron, the accused was arrested by Haryana Police in the case.

In this case, he was awarded life conviction but filed a petition before Chandigarh High Court and his punishment was reduced and at last released from jail after six years in the year 2010. During jail, period, he came in contact with some top gangsters of Delhi and Haryana and after coming out of jail, he starting participating in land grabbing activities in locality.     

          In the year 2012, he along with his associates Amit, Dharambir, Jaipal etc. attempted to murder Anil R/o VPO Kakrola, Delhi because he was having a dispute over a plot with him. A case vide FIR No. 214/12 U/s 307/34 IPC & 25/27 Arms Act, PS Dwarka North is registered in this regard.

In the year 2013, the accused alongwith his associates including a desperate criminal Rishiraj @ Lambu opened fires at office of one Mahesh Rana r/o VPO Bijwasan on 29.05.2013 in order to threaten him and to maintain supremacy in the locality. A case vide FIR No. 125/13 dated 30.05.2013 u/s 336/34 IPC r/w 25/27 Arms Act is registered at PS Kapeshera in this regard. The accused has been declared as proclaimed offender in this case by court as he was absconding since registration of case.    

In the year 2014, he was arrested by Himachal Pradesh Police in a case of NDPS Act registered vide FIR No. 64/14 u/s 20/61/85 NDPS Act PS Bach, HP. In this case, he remained in jail for about 1 month and presently, he has been declared as proclaimed Offender by the court as he was not appearing on dates of court.  

In February-2015, he along with his associates Satender @ Bhindaand Sumit @ Monu had stolen a Maruti Swift car from the area of Janakpuri, Delhi in order to execute their plan to kill one Jaibeer r/o Kakrola with whom he had previous enmity during jail period in Gurgaon. A case vide FIR No. 255/15 u/s 379 IPC PS Janakpuri, Delhi was registered in this regard.  

Finally, on 08.11.2017, he alongwith his and associate Punit Yadav shot dead the property dealer Bijender and was absconding since the incident and was declared Proclaimed Offender by the trial court.

After the killing of Bijender, the accused Sombir @ Sonu @ absconded to Nepal and spend his most of time there and in a Ashram in Himachal Pradesh. During this, he was trying to reconstitute his gang and arranged weapons from Rishi Lambu Gang in order to execute his planning to kill the MLA to whom he was suspecting that he is favouring the rival party in property dispute matter and a Dy.SP of Panipat jail.
