NOTORIOUS BURGLAR ARRESTED

The joint team of Special Staff of North-west District and PS Shalimar Bagh has arrested Lallan Yadav (29 years) R/O District Bettiah, Bihar, a desperate burglar and have thus worked out 02 cases of theft pertaining to 01 each of PS Shalimar Bagh & PS Sarai Rohilla.  Cosmetic articles worth approx Rs.40 lakh have been recovered from his possession.

INCIDENT: On 17.09.2016, one Tarun Narula R/O Rohini, Delhi reported that he has a Godown at Road No.2, Transport Wali Gali, Haider pur which he locked at about 3.15 PM on 16.08.2016.  But when he came back at 10.30 AM the next day i.e. on 17.08.2016, he found that the locks of above said godown have been changed.  The complainant reported that after breaking open the locks of the Godown he found that someone has stolen 168 cartoons containing very costly cosmetic items like lipstick and other make-up items worth more than Rs.40 lakh.  Accordingly a case vide FIR No.542/16 u/s 457/380/34 IPC PS Shalimar Bagh was registered and taken up for investigation.

TEAM & OPERATION : As there have been a sudden spurt in the incidents of night burglaries especially in commercial godwons etc, senior officers directed to constitute a team under the guidance of Shri Ombir Singh, ACP/Shalimar Bagh and curb the meance.  The team consisting of Insp. Shyam Sunder, I/C Special Staff/NWD, Insp. Rishi Pal Rana, SHO/Shalimar Bagh and other staff from Special Staff and PS Shalimar Bagh was formed.  The team studied the pattern of theft cases reported over the last few months and also developed ground level intelligence to gather any information about the possible constituents of the gang of burglars involved in these cases.

During the course of investigation, CCTV footage from the nearby Godown was checked.  It was noticed that two public carriers i.e. Mahindra Pickup (chota Hathi) & Mahindra Champion have been used to take away the articles from godown.  The team consisting of staff from PS Shalimar Bagh & Special Staff was assigned the task of identifying the vehicles.  After the painstaking efforts by the team for many days, finally the team was able to zero down on one of the carriers.  The driver Mintoo Chaudhary was identified and interrogated.  With the little clues that the team was able to extract from the driver and through the surveillance, the team finally identified and got conclusive evidence that notorious burglar Lallan and his gang is involved in these cases of night burglary.

When efforts to apprehend the main accused identified during this process in Delhi failed, a team consisting SI Pramod and other staff from PS Shalimar Bagh & Special Staff was sent to Bihar to his native place.  The team collected information about his movement around his village.  Continuous round the clock surveillance was mounted around the village to monitor his movement.  After painstaking efforts of a number of days, the police team finally succeeded and accused namely Lallan Yadav (29 years) r/o District Bettiah, Bihar was arrested on 06.09.2016 from his native village in Bihar.  Lallan yadav was arrested and produced before the Court and obtained PC remand.  On sustained interrogation the accused confessed that he alongwith his associates namely Heera Yadav, Kabari@Lala, Upendra & Anrullah committed the above burglary and had sent the stolen cartoons to Ram Nagar, Bihar.  Thereafter the team alongwith accused Lallan yadav went to the godown at Ram Nagar, Bihar where the stolen cartoons were kept by the accused.  The team was surprised to find the Godown empty.  Local enquiries was revealed that the articles were shifted to some other place just a few days back.  It was clear that the gang members got the information about the arrest of accused Lallan and thus shifted the stolen consignment to some other safe house as it was very likely that Lallan would succumb to police pressure and disclose the location of the hideout to the place sooner or later.  In fact Lallan had already briefed his gang members to change the place of storage once any of the team members got arrested by the Police.  The articles were thus shifted without any delay.  The team did not loose its focus and renewed their efforts to get the location where the stolen consignment was moved.  Their efforts finally led them to know the place where the goods were shifted.  The goods were finally traced to the house of one Murlidhar Pandey r/o Sonkahar PS Ramnagar West Champaran Bihar.  The house at West Champaran, Bihar was visited and 167 cartoons out of 168 have been recovered at the instance of accused Lallan Yadav.  Lallan Yadav has been arrested in case FIR No.542/16 u/s 457/380/411/34 IPC PS Shalimar Bagh Delhi.

MODUS OPERANDI

The accused used to reccee the godown/shop and target those shops/godowns not having central locks.  Few hours prior to committing burglary, the accused would put their own locks by cutting the original locks at both ends of the shutters/doors.  To avoid any suspicion, they would open these locks and project themselves as real owners/shop boys of the godown/shop to the transporter at the time of loading/transporting the stolen articles/consignment.  Few of the absconding accused persons also have previous involvements.
