A SENSATIONAL KIDNAPPING FOR RANSOM CASE OF SHILLONG, MEGHALAYA WORKED OUT WITHIN 24 HOURS

• DRUG DEAL GONE AWRY LEAD TO THIS KIDNAPPING.

In a major breakthrough, Crime Branch has busted an interstate gang of kidnappers and rescued 2 hostages/victims belonging to North Eastern States, arrested 2 accused persons and worked out a sensational kidnapping case for ransom of Shillong, Meghalaya within 24 hours. From their possession, 4 mobiles phones having 8 SIMs used in the crime and IDs of accused and victims have been recovered. The names and the addresses of the accused and victims are as under: -

Accused: 1. Sunil Kumar Thapa (34 yrs) s/o Krishna Bahadur, r/o Near Naveen Hardware, New Market, Gandagol Jote,  Pani Tanki, PO Dulal Jot, PS Khori Bari, Distt. Darjeeling, West Bengal, 2. Mohammad Ali (32 yrs) s/o Mohd. Ibrahim r/o 42-48, Fourth Street, Netaji Nagar, Tundiarpet, PS H1, Chennai-81.

Victims: 1. Lalneisung (42 yrs) s/o Late L. T. Thanga, r/o Near Baptist Church, Madanrting, East Khasi Hills, Happy Valley, Meghalaya and 2. C. Zosangliana @ William (36 yrs) s/o C. Lalenglawma r/o Khatla Bethel, H. No. C-33/1, Aizaul, Mizoram.

INCIDENT, TEAM AND OPERATION: -        

On 23.09.16 Smt. Dorothy, the wife of the victim Lalneisung had got registered a kidnapping for ransom case vide FIR No. 62/16, u/s 364A IPC at PS Madanrting, Shillong, Meghalaya. In this case, she reported that her husband Lalneisung had gone to Delhi in the first week of September. On 21st September, she was informed through Jessica, w/o of the second victim C. Zosangliana @ William that her husband and C. Zosangliana @ William had been kidnapped by some unknown persons and they were asking 15 lakh rupees as ransom amount.  The local police of Shillong after registering this case had made efforts to trace the victims/hostages but no clue was found about them. In the meanwhile, the kidnappers had demanded 15 lakh rupees each from the family of both the hostages through threatening calls made from the mobile phones of victims. For releasing their husbands, complainant Dorothy had deposited Rs. 3 lakh in a HDFC Bank account of Delhi and also paid Rs.1.40 lakh through illegal means whereas Smt.  Jessica wife of victim had paid Rs.5 lakh through illegal means for releasing her husband C. Zosangliana @ William.  The relative of Mrs. Dorothy, Mr. Hrong Kplein approached Crime Branch, Delhi Police in the night of 24/09/16 and narrated the incident.  

Sensing the gravity of the case, immediately, a dedicated team of Northern Range, Crime Branch, Sector-18, Rohini led by DCP, Crime Branch, Dr. G. Ram Gopal Naik, consisting of ACP Ram Mehar, Inspr. Ravinder Verma, Inspr. Satyawan, SIs Baljeet Singh, Narender Singh, ASIs Sanjay Guleria, Savender, HCs Harvinder, Sunil Sehrawat, Pradeep, Sunil Kumar, Amit, Sandeep and Sonu Singh were constituted under the overall supervision of Addl. CP K.K. Vyas. Accordingly, the team made strenuous efforts. Swiftly, manual as well electronic surveillance was mounted, sources deployed and quick raids were conducted in Delhi and Agra, UP.

On 25.09.16, the team which was trailing behind the kidnappers raided on a tip off near Main Anand Vihar Bus Terminal Road, Patparganj Industrial Area, Metro Pillar No. 202 and both the accused persons have been rescued and subsequently arrested both the accused. Both the accused persons have been arrested under appropriate sections of law.

INTERROGATION: -

During the sustained interrogation of the rescued persons and the arrested accused, it has been revealed that the victim Lalneisung is the uncle of C. Zosangliana @ William. Lalneisung is residing in Shillong, Meghalaya whereas C. Zosangliana @ William is a native of Aizwal, Mizoram. Lalneisung is an ex-serviceman and took voluntarily retirement as HC from Assam Rifles, Army and started his business.

In the year 2014, Lalneisung came in the contact of one Ashish @ Ashwin r/o Kolkata, who introduced himself as a retired Colonel of Army. Ashish @ Ashwin offered him to join his business of supplying chemical (pseudoephedrine) and asked Lalneisung to bring some customers to buy this chemical and lured them of high amount of money as commission. Lalneisung told this fact to C. Zosangliana @ William and asked him to search some buyers of this chemical. C. Zosangliana @ William is known to the accused Sunil Kumar Thapa and discussed this fact to him. Accused Sunil Kumar Thapa is known to one Ghani Bhai @ Meera, r/o Chennai and after discussion, Ghani Bhai @ Meera showed interest to buy this chemical. After that, series of meetings were held in the second week of September, 2016 in some parts of Delhi between victims, Ashish @ Ashwin colonel with other side persons namely Ghani Bhai Meera, Sunil Kumar Thapa, Mohd. Ali and one Johny, r/o Andhra Pradesh (known to Ghani Bhai).

After that, the deal was finalized between both the parties and as per the deal on 20th September, 2016 victims Lalneisung, C. Zosangliana, Ashish @ Ashwin Colonel and Ghani Bhai @ Meera, accused Sunil Thapa and Mohd. Ali met at some place in Moradabad, UP for the delivery of chemical. At this place, Cash Rs. 30 lakhs were paid by Ghani Bhai @ Meera to Ashish @ Ashwin Colonel and took the chemical.

After taking the cash, Ashish @ Ashwin Colonel disappeared whereas both the victims were kept confined by Ghani Bhai @ Meera, Johny and the arrested accused since Ghani Bhai @ Meera realized that the drums were containing wheat flour but not the promised chemical i.e. Pseudoephedrine.  

Ghani Bhai @ Meera is having strong connections in Moradabad and to take revenge and the money back, he had badly beaten and tortured both the victims and demanded his money back from them. One driver of C. Zosangliana @ William namely Rocky, r/o Manipur was also kept in confinement by the accused persons till 24.9.16. Accused Sunil Thapa and Mohd. Ali were part of the team of Ghani Bhai @ Meera and at the instance of Ghani Bhai they had beaten, tortured and kept both the victims along with William in confinement in some places of Moradabad from 20.9.16 to 24.9.16. On 24.9.16 both the victims have been taken to Agra and also kept there in some hotel.

During this confinement, accused persons regularly made threatening and ransom calls from the mobile phones of the victims to their families and frequently changed their hideouts for their safety.  Ultimately, they planned to take the hostages/victims to Chennai to settle the score.

1. 1 Mobile from the accused Mohd. Ali having 2 SIMs
2. 2 Mobiles from the accused Sunil Thapa having 4 SIMs
3. 2 mobile phones of the victims having 2 SIMs (One mobile and one SIM recovered from accused Mohd. Ali and Sunil Thapa each)
4. 2 bags of the accused and the victim
5. Ids of the accused and the victims.
