Sharp Shooter of Manjeet @ Mahaal Gang namely Vikas Dalal alongwith 4 of his desperate associate gangsters including one female associate arrested

• Gangsters fired 2 rounds but could not succeed in fleeing away.   
• Two sophisticated semi automatic pistols and two country made pistols alongwith 33 live cartridges recovered.
• All the arrestees are wanted in the sensational heinous cases of Murders, Attempts to murder committed in the course of gang-war.     
• Arrested accused had committed 11 heinous cases in last four months including 7 murders, 3 attempts to murder and car jacking.  
• A robbed white SUV Hyundai Creta has also been seized.

A team of Special Cell, Northern Range, led by Insp. Sanjay Nagpal, assisted by Inspr. Prabhat Kumar & Insp. Pankaj Kumar under the supervision of Shri Pankaj Sood, ACP has arrested four desperate gangsters and one female associate, including sharp-shooters of notorious Manjeet @ Mahaal gang namely (1) Vikas Dalal, aged 27 years, (2) Gaurav @ Lucky, aged 23 years, (3) Kaptan @ Cheetah @ Shera, aged 22 years, (4) Hemant @ Happy, aged 22 years and (5) Ms. Tikmu @ Reena, aged 23 years, on 04.6.2017 at about 06.15 am from Uttam Nagar area, Delhi. Desperados fired twice in bid escape and deter the police.

Two sophisticated semi automatic pistols of 7.62 mm and two country made pistols alongwith 33 live cartridges have been recovered from them and a white Creta car robbed from Gurugram, Haryana  has also been seized.  

Development of information and action plan

Special Cell has mandate for action against the gangsters. After the murder of Shri Krishan, i.e. father of gangster Manjeet @ Mahaal on 29.01.17, the gangsters of this gang  have committed several murders and attempts to murder of the members/facilitators of Kapil Sangwan @ Nandu gang.  In this course these gangsters have committed murders of Vikrant at Gurugram, Dinesh @ Mangu at Najafgarh and Naresh, at Bahadurgarh. In all these killings, names of gangsters Vikas Dalal, Kaptan @ Cheetah and others were revealed. ASIs Krishan Kadiyan, Rajender Hudda,  HC Girdhar, Cts. Sandeep Dagar, Anil Kumar and Akshay made painstaking efforts to develop intelligence and also kept surveillance on the suspected hideouts and on their facilitators for about three months.      

On 03.6.2017, specific information was received by ASI Krishan Kadiyan that the gangster Vikas Dalal will come at Uttam Nagar along with his associates and girlfriend in a white Creta car, to commit some crime. Accordingly along with the above mentioned staff and Insp Pankaj Kumar, SI Neeraj Kumar, ASIs Rajeev Godara, Mandeep, Pawan, Ct. Anil Kumar a team was constituted and laid a trap at rendezvous.

At about 06.15 am, the Creta car was spotted coming from Vipin Garden, Uttam Nagar, Delhi. Police team blocked the way of Creta and forced it to halt. The police asked the occupants to surrender but instead four male occupants of the Creta car got off the car and took to their heels in different directions. On being challenged the gangsters fired twice at the police. The gangsters were overpowered after brief chase. Two sophisticated pistols of 7.62 mm and two country made pistols along with total 33 live cartridges were recovered from the possession of the accused persons. A case under appropriate sections of law was registered. The female accused Tikmu @ Reena, wanted in a murder case of PS Palam Vihar, Gurugram,  has been arrested under the provisions of section 41(1)(ba) CrPC. The Creta Car has been seized.

With the arrest of these gangsters, total 11 heinous cases including 7 cases of murder, 3 cases of attempt to murder and one case of carjacking of Delhi and Haryana have been worked out. All these crime have been committed by them during the period of last four months i.e. between February and May 2017.  

Profile of apprehended gangsters

1. Vikas Dalal R/o Distt. Jhajjar, Haryana.

Vikas Dalal was born in 1990. During the years of 2000-2005, his family had a dispute with some persons of his village. Due which his family left the village and settled in Najafgarh, Delhi. Vikas Dalal wanted to take revenge from his villagers for which he required money. In order to earn quick money he joined crime world. In the year 2009 alongwith his associates Dinesh Rathi, Bholli etc. r/o Nangloi robbed a truck near Tawru, Gurugram. He was arrested by Nangloi police and remained in Jail at Bhondsi, Haryana where he befriended Manjeet Mahal.

In the year 2011, he was released from jail and he started the work of property dealing with one Varun Jangra, a right hand of notorious criminals Krishan Pehalwan of Najafgrah. He had some dispute with Varun over money Vikas left him  but Varun insulted his father Om Prakash who later committed suicide. In order to avenge his father suicide he alongwith Naveen Dagar of Jharoda and Naveen Dagar of Surakhpur and one Sonam of Nazafgarh killed Varun in Ocotber, 2014. He was arrested for murder and in jail he befriended Udaiveer @ Kala. In the month of March 2016, subject was released on interim bail for 4 days to attend the marriage of his elder brother. He jumped the bail and joined the gang of Manjeet Mahal with intention to eliminate Krishan Pehalwan. He was evading arrest and during the absconding period he committed several heinous crimes.

2. Gaurav @ Lucky R/o Linepar, Bahadurgarh (Haryana)

Gaurav @ Lucky was born in the year 1994 In the year 2015, while pursuing BA final year, he along with his associates Shriom and Vicky fired shots at a Fair Price Shop in his village. They fled from the spot. During this period they robbed one I-20 vehicle from the area of Sonipat, Haryana. They were involved in robbing cash from one passerby in the area of PS Mundka, Delhi. He was arrested in jail, he came into contact with the gang members of Manjeet Mahal. After his release from jail he went to meet Manjeet Mahal and Pradeep Solanki during their hearing in courts and took their instructions, he joined with Anshul, Vikas Dalal and others. In the year 2017, he was involved in Murder, attempt to murder and carjacking along with these associates.

3. Kaptan @ Cheeta @ Shera r/o Nazafgarh, Delhi.

He was born in the year 1995. He studied up to BA Ist year and left studies due to criminal activities. He was involved in an attempt to murder case on 24.04.2015 in which he attacked on one Shivom of his village due to a property dispute. He was arrested and remained in jail for six months. In jail he came in touch with gangsters Manjeet Mahal and Pradeep Solanki and joined their gang. He jumped the bail and along with associates Vikas Dalal, Gaurav @ Lucky and Hemant @ Happy committed Murder, attempt to murder and robbery in a series within two months.

4. Hemant @ Happy r/o Nazafgarh, Delhi.

He was born in the year 1994. He is a matriculate. After leaving studies he joined the criminal world.  He created his own gang with the help of Sazid r/o Noida, Anshul r/o Dadri and Monty r/o Nahri. They robbed a Satta operator on 28 February 2017. But being in an illegal business, victim did not lodge any complaint. He met Gaurav @ Lucky of his village who has been member of Manjeet Mahal and Pradeep Solanki gang and joined their gang. He committed 4 incidents of murder, attempt to murder and robbery with these gang members.

5. Tikmu Devi @ Reena r/o Distt. Hamirpur, Himachal.

She was born on 31.10.1992.She completed 12th standard studies During a tour to Kullu Himachal she met with Vikas Dalal on 13 November 2016. Vikas started meeting her. In the month of March 2017, Vikas Dalal directed her to befriend one Rinkoo.  On the directions of Vikas Dalal she asked Rinkoo to meet in Gurugram to celebrate her birthday. Accordingly, on 14th March 2017 when Rinkoo reached Gurugram, Vikas Dalal and his three associates cornered and killed Rinkoo near University in Sector 23.
