          With the arrest of four ‘Drug-Peddlers’ namely (1) Abu Aslam Qasim Azmi @ Aslam (aged 43 years) S/o Aslam Qasim Sheikh R/o No. 5, 2nd Floor, Poghdiwala Building, 98, Saifi Jublee Street, Mumbai-3, (2) Amit Aggarwal (a Chandigarh based tycoon of Logistic business) aged-40 years R/o Panchkula Haryana, (3) Avdhesh Kumar aged-26 years R/o Salapur Khera Delhi and (4).Chandan Rai aged-31 years R/o Rajokari, Delhi, the South Western Range of Special Cell has busted an International Syndicate involved in smuggling of contraband drug ‘MDMA’, (Methylenedioxymethamphetamine) which is a ‘Party Drug’ and popularly known as ‘ICE’. Around 5 Kg of the said contraband drug has been recovered from them and the international value of this drug is more than Rs. 40 Crores. This drug is floated virtually in all parts of India and abroad as well. Besides, UAE, UK, USA and other Middle-East countries are also their clienteles. Kingpin of this gang has been identified as ‘Kailash Rajput’, who went abroad many years back and is presently settled in Dubai (UAE). He is controlling this international drug syndicate from Dubai and Abu Aslam Qasim Azmi @ Aslam, who is stationed in Mumbai, is his right-hand man, who looks after the network of this drug cartel in India. Abu Aslam Qasim Azmi has been arrested from a Five Star Hotel in Mumbai. He used to reside in this hotel and has been operating his nefarious activities from there.  

BRIEF OF THE CASE:

In the present scenario, the menace of drug-trafficking has become a great challenge for the law enforcing agencies, including the police authorities. Such anti-national activities at the hands of ‘Drug-Mafias’, are undoubtedly, hitting at the roots of the society. There is no iota of doubt that youths under the influence of such drugs take to crime often, and sometimes, indulge in heinous offences too. It is utmost necessary to prevent incitement of offences of drug trafficking and other associated offences for the wellbeing of the society. The racketeers, involved in this havoc are bent upon alluring the youngsters for consumption of contraband psychotropic drugs for their personal gains, and as such, destroying their future as well.

Special Cell in its tirade against the drug traffickers has busted several narcotic drug cartels in the past by arresting its members and recovered huge consignments of drugs.  For the last few months, Special Cell was working on drug Cartel involved in supply of premium quality of ‘Ephedrine’ and ecstasy (MDMA) in rave parties in posh areas in Delhi, Chandigarh, Mumbai and other parts in India.

In the recent past, a tip-off was received that one Amit Aggarwal R/o Panchkula Haryana along with his associate was procuring premium quality of Ephedrine from Zirakpur, Punjab. He along with his associates used to supply ‘MDMA’ popularly known as ‘ICE’ to his clients in India and abroad. Accordingly, sources were deployed in Delhi, Mumbai, Chandigarh and other places to bust this drug cartel.  

TEAM &OPERATION:

Having received the above specific information, a team led by Insp. Rajesh Sehrawat , consisting of SI Manender, SI Ashok Kumar Tyagi, ASI Sunil, ASI Dilbag Singh, ASI Jai Prakash, ASI Rishipal, ASI Rambir Singh, ASI Harish Kumar, ASI Ashok Kumar, ASI Puran Chand, HC Joginder, HC Yashpal, HC Sunil Kumar, HC Anil Kumar, HC Deepak Rathi, Ct. Pramod and other subordinates was formed under the guidance of Sh. Akhileshwar Swroop Yadav, ACP/SWR. The entire team was tasked to gather maximum secret inputs about the racket involved in ‘Drug-Trafficking’.

INFORMATION & ARREST

On 04/06/2017, a specific information was received in Special Cell SWR office that a consignment of Premium quality drug known as ‘ICE’ has been consigned from Mumbai  for supply in USA and UK and the drug traffickers would come in their Mahipal pur based office known as “Prefer Logistic Pvt Ltd”,  for packaging of that consignment.  

Accordingly, the above team swung into action and laid a trap at Mahipal pur Extn area along with the informer. At about 5:50 AM, one tall person stout built aged about 25-30 years carrying a black and red colour cloth type bag on his right shoulder came from Delhi-Jaipur Highway side on street no. 7 of Mahipal pur Extn. Having seen him, the informer nailed his identification as of the target namely Avdhesh Kumar. He was surrounded and overpowered by members of above raiding team, while he was opening the door of his office namely M/s Prefer Logistic Pvt Ltd,  and was questioned. His name and address were known as Avdhesh Kumar s/o Dukhiram r/o House of Arvind Yadav, Gali no. 3, Vill. Salapur Khera, Delhi and permanent residence as Village Pureybinda Sambasi, PS Fursatganj, Distt. Raibareli, U.P. A total of around d 5 Kg. of said contraband drug was recovered from his possession. A case, vide FIR No. 59/17 22/29 NDPS Act has been registered at PS Special Cell and the investigation was taken up.

In furtherance of the untiring efforts of the team, voluminous piece of cyber data have been scrutinized & analyzed exhaustively. Besides, secret informers have also been sensitized and put on high alert mode to collect as much information as they could. From the fusion of intelligence inputs gathered from electronic surveillance and reliable sources through human intelligence, it has been surfaced up that these days ‘MDMA’, popularly known as ‘ICE’, is commonly being used by youngsters, especially in ‘RAVE PARTIES’ in Mumbai, Delhi and other Metro cities of India.

INTERROGATION:

In the year 2015, he joined company namely M/S Prefer Logistics Pvt. Ltd., whereby, his Manager Chandan and the employer namely Amit Kumar allured him to join their hands in smuggling of above contraband  drug from Delhi to abroad. They offered him a scheme that on supply of one kilogram of the said drug, they would get 1 Lakh and the booty would be shared amongst them proportionately. Since, he was in dire need of instant money, he agreed for the proposal. As such, he indulged in smuggling of drug through their above courier company. On the fateful day, he received a consignment of around 5 kgs  of the said drug and reached the office to make proper parcel before sending it to abroad, but was caught, eventually.

Based upon the disclosure of accused Avdesh Kumar, his employer namely Amit Aggarwal and Manager Chandan Rai were also arrested and interrogated in furtherance of the investigation of instant case. Amit Kumar disclosed that the consignment was sent by Abu Aslam Qazim Azmi @ Aslam from Mumbai. On the basis of this disclosure, attempts were made to gather more information to identify and locate  Abu Aslam Qazim Azmi @ Aslam. He was finally arrested on 6.6.2017 from Mumbai.  

During initial interrogation Abu Aslam Qasim Azmi @ Aslam has revealed that he earlier worked in a cargo company in Dubai. He left the job and moved to Mumbai. Some of his friends were common friends of Kailash Rajput. Abu Aslam and Kailash Rajput became friends. Abu Aslam, then opened a restaurant in Goa and came in contact with drug traffickers of Goa. Kailash Rajput used to supply drugs to them. He and Abu Aslam then decided to work together and joined hands in drug trafficking business. Abu Aslam made his base in Mumbai and received and distributed the drugs according to the directions of Kailash Rajput. He managed to carve out a large network of drug traffickers based in Metropolitan cities. About three years back when Kailash Rajput was arrested by Mumbai police, Abu Aslam helped him during his trial period and hence became a close aide. On the directions of Kailash Rajput he supplied the drugs through courier to France, Germany, U.K. Spain and  USA.

PROFILESOF ACCUSED PERSONS-

1. Abu Aslam Qasim Azmi @ Aslam

He was born in Mumbai  and is a school dropout after 12 standard. He used to work as a Cargo Officer with Dnata Cargo Company, Dubai, UAE till 2008. He then returned to India and joined a new company Ocean Wings, Anjuna Road, Goa from 2010 to 2013. Thereafter, he came to Mubai and came into contact with Kailash Rajput through his common friend namely Hanif Bhai. He was influenced with the lifestyle of Kailash Rajput and wanted to become rich overnight like him. Later on, he came to know that Kailash Rajput is running a drug syndicate from Dubai. Kailash Rajput allures him to join his hands, and since, he wanted to quick bucks, he agreed and took to crime.

2. Avdhesh Kumar:

He hails from District Rai Bareilli UP and belongs to a poor background. He had quit his studies after 12th Standard and started working as a loader with a private company. In 2015, he left the said job and started working with Prefer Logistic Company against a salary of Rs. 9,000/-. He, however, wanted to become rich overnight, as such, on being allured by his Manager and the employer, he took to crime and involved himself in this illicit trade of supplying drugs.

3.  Chandan Rai:

He originally hails from Banka (Bihar) and was presently residing in Rajokri, New Delhi. He studied upto High School and thereafter started working with First Flight Couriers in 2004. In 2009, he joined Prefer Logistric Company for a salary of Rs. 6,000/-, but quit the job in 2014 and started working in some other company in Gurgaon. In January 2017, the owner of Prefer Logistic Company again approached him and appointed him as a Manager in his company against a salary of Rs. 20,000. His employer Amit Aggarwal had allured him that there opportunity of making quick bucks and he too can become rich overnight if he follows him. After having gone through the plan he agreed for the proposal and took to crime.

4.  Amit Aggarwal:

He originally belongs to Punchkula,Haryana and owned a business under the name & style of Prefer Logistics Pvt. Ltd., Mahipal pur Extn., New Delhi. He studied upto graduation from Chandigarh. Previously, he used to do marketing job for a cigarette company. He later came into contact with one Alex, who was a drug supplier and used to work for the Abu Aslam Qazim Azmi @ Aslam. Amit was influenced with the lavish lifestyle of Alex and Abu Aslam. He also  wanted to become rich like them. Alex allured him that if he wanted to make quick bucks, he could join them in smuggling of drugs. In order to fulfill his dream of being a richman, he agreed for the proposal and started this nefarious activities. It was not possible for him to send parcels abroad without help of staff, hence, he took Avdhesh and Chandan into confidence and started supplying drugs.

SIGNIFICANCE OF THE RECOVERED DRUG:

MDMA, which is also known as ICE has become a popular drug, in part because of the pseudo-positive effects that a person may experience within an hour or so after taking a single dose. Those effects include feelings of mental stimulation, emotional warmth, empathy toward others, a general sense of well being, and decreased anxiety. In addition, users report enhanced sensory perception as a hallmark of the MDMA experience

The investigation of the case is in full swing and search is on to apprehend remaining ‘Drug-Peddlers’ of this syndicate. Efforts are afoot to locate them at their all possible hideouts. Further investigation is in progress
