Two desperate Criminals having association with Naveen Khati gang arrested.

Dreaded criminal Rafiullah @ Salman, having linkage with gangs, arrested along with his associate Lakhvinder @ Raju. Murder case of PS Moti Nagar worked out.
A team of Special Cell, Northern Range, led by Insp. Sanjay Nagpal and assisted by Inspr. Pankaj Kumar, under the supervision of Shri Pankaj Sood, ACP has arrested Rafiullah @ Salman r/o Balrampur (UP) and Lakhvinder @ Raju @ Suresh r/o Zakhira. Rafiullah has association with Naveen Khati gang. The duo is involved in a case of murder of PS Moti nagar, Delhi.
Development of information
Special Cell has been tasked to apprehend desperate criminals/murderers active in Delhi. Both human and technical surveillance was mounted to trace these criminals. On 17.4.17, specific information was received by ASI Krishan Kadyan that two desperate criminals  wanted in a murder case of PS Moti Nagar, would come to Uttam Nagar area. On this, a raiding party consisting with SIs Ashwini Kumar, Neeraj Kumar, Narender Rathi, ASIs Krishan Kadyan, Rajender Hudda, Mandeep, Bijender, HC Devender and Ct. Sandeep  was deployed at vantage points in the area. At about 11.45 pm, two persons were spotted in the area of Vikas Nagar, Uttam Nagar. Both of them were overpowered by the team. They were identified as Rafiullah @ Salman and Lakhvinder @ Raju. During spot interrogation, they confessed the commission of murder of one Pappu Gupta in his house on the intervening night of 27/28 March 2017 in Zakhira. The case of murder was found registered vide FIR No. 115/17 dated 28.3.17 u/s 452/307/302/34 IPC PS Moti Nagar, Delhi. Accordingly both the accused persons were arrested as per provisions of section 41(1) (ba) CrPC and police of PS Moti Nagar has been informed.
Brief facts of the Murder case
In the year 2009, Pappu Gupta had beaten up Lakhvinder over the issue of supremacy in the area. After this incident Lakvinder was arrested  and he remained in Jail. He was released from jail 3-4 months back. On the intervening night of 27/28 March 2017 Lakhvinder was involved in a quarrel in the area with some one , Pappu Gupta intervened to settle the issue. This infuriated Lakhvinder, who in order to avenge his earlier beating accompanied by accused persons Rafiullah @ Salman, Lakhvinder, Swaleen forcibly entered in the house of Pappu Gupta, in Rakhi Market, Zakhira attacked him with baseball bats and sticks. They brutally assaulted Pappu Gupta, his wife Sunita and son Naveen. Later on Pappu Gupta succumbed to his injuries during treatment in the Hospital. Since then the accused persons were absconding.
Criminal profile of arrested accused persons
  1. Rafiullah @ Salman s/o Barkatullah r/o Village Bedari PS Utraula Distt. Balrampur, (UP) (aged 29 years).
Accused Rafiullah @ Salman is illiterate. He is a mason of plaster of Paris (POP). In the year 2005, he came to Delhi in search of livelihood. But he fell in bad company and started committing robbery, dacoity etc. for easy money. In the year 2006 he was arrested in a robbery case of PS Inder Puri and was lodged in jail for about four years.  Later on he committed dacoity in a train at New Delhi Rly. Station and was again arrested. He has been found indulged in total five cases of Robbery, Dacoity, Attempt to Murder, Murder etc.
  1. Lakhvinder @ Raju @ Suresh s/o Ramanand Gupta r/o Jhuggi No. 722, Rakhi Market, Zakhira, Delhi. (age 27 years)
Accused Lakhvinder @ Raju @ Suresh is a school dropout. After that he started work as Labour but later on he fell into bad company and started commission of crime for easy money. He has been found previously involved in five cases of Theft, Arms Act, Robbery, Murder etc.

The interrogation so far of arrestee Rafiullah @ Salman has revealed that while he was lodged in Delhi Jail, he came in contact with Naveen @ Khati, of Najafgarh area and in the year 2015, he, along with other members of Naveen @ Khati gang namely Arvind @ Bindu @ DG r/o village Mitraun, Ajay @ Pasha, Dabbu @ Kana r/o Majnu ka Tilla & Ashu  stabbed another jail inmate Ravinder @ Tarzan. Injured Ravinder @ Tarzan was member of Manjeet @ Mahaal gang and he was indirectly involved in the kidnapping and murder of four members of Naveen @ Khati gang on the eve of new year 2014-15.
