“PRAHARI”


ABOUT THE SCHEME: Delhi Police Commissioner Shri Amulya Patnaik, IPS launched a Community Policing Scheme 'PRAHARI' in South-East District today with a view to prevent crime and maintain law and order in Delhi. The “PRAHARI” scheme has been initiated to understand the importance of functions performed by chowkidars and security guards.  South-East District houses lots of industrial units/establishments and they employ chowkidars and security guards.  Chowkidars will act like the eyes and ears of police. It will help to bring professionalism in the work of chowkidars/security guards by giving them appropriate training and enabling frequent POLICE-PRAHARI interaction and co-operation. Policing a densely populated metropolis such as Delhi requires that the police increase its reach through a community policing initiative such as “PRAHARI”.

OBJECTIVES

  • “PRAHARI” is an initiative to involve personnel such as “Chowkidars” and “Security Guards” for prevention of crime.
  • The Scheme will help police to avert crime, help in nabbing criminals and maintain law and order in the city.
  • Cooperation of “PRAHARIs” will help police to provide much better services to the public at large.
  • If PRAHARI is vigilant and informs the beat officers about the persons likely to cause trouble or causing trouble, they can be brought to book.
  • “PRAHARI” will act as eyes and ears of police.
  • This program will remove communication gap between police and public.
  • This will also help to convey long due social recognition to the hard work done by PRAHARIs.
  • It will help bring professionalism in the work by giving them appropriate training and enabling frequent POLICE-PRAHARI interaction.


LAUNCH OF PRAHARI IN SOUTH-EAST DISTRICT

On 07.04.2017, a programme was held at the NSIC Ground at 5 pm to launch PRAHARI Scheme in South-East District. Commissioner of Police, Delhi, Shri Amulya Patnaik was the Chief Guest of the programme. It was attended by Senior Officers of Delhi Police. Over 1000 chowkidars/security guards (PRAHARIs) attended the programme, in addition to prominent members of RWAs and MWAs in South-East District. DCP/South-East District Shri Romil Baaniya welcomed the gathering. Joint CP, South-Eastern Range Shri R. P. Upadhyaya spoke about the objectives of the program and stated that so far 1780 chowkidars/security guards have been registered as “Praharis” in South-East District. They will be in touch with Beat Officers as well as Division Officers and Station House Officer, to redress crime or law and order issues in the area.  It is also expected that information will flow freely to police officials as new trust and bond has been formed through this scheme. Commissioner of Police, Shri Amulya Patnaik also released a booklet about this program that contains useful information for the Praharis, including important phone numbers and Do’s and Don’ts for various situations. He gave away certificates and cash awards to 12 Praharis who have done remarkable work in the past few months – from catching criminals red-handed to helping citizens in distress.  Commissioner of Police, Delhi spoke about the challenges being faced by Delhi Police in maintaining law and order on day-to-day basis.  Involvement of community in helping police in performing their duties is very necessary now, particularly in metro city.  “Praharis” are doing very important work as a part of their duties.  Their presence on ground alongwith police acts as a force multiplier.  Co-operation between “Praharis” and Police will further improve law and order situation in Delhi.
All the “Praharis” were given a kit which included reflective jackets designed for Prahari, whistles, torch lights, caps, reflective sticks (dandas) and the booklets released on this occasion.

Some of the “Praharis” also shared their experience in this program and lauded the cooperation they receive from beat police personnel in discharging their duties. In the run up to this launch program, SHOs of Police Stations of South-East District held training and briefing sessions for Praharis in their respective areas.
