Rewarded kingpin of inter-State Racket of Drug-Traffickers arrested

A team of officers of Special Cell/Northern Range, led by Inspector Sanjay Nagpal under the supervision of Shri Pankaj Sood, ACP has arrested a notorious kingpin of a drug cartel of an inter-State Drug Racket namely Nazir Hussain @ Nizam @ Nizamuddin, aged 45 years, a resident of North-East India. A reward of Rs. 50,000/- was declared by Delhi Police for his arrest.

Brief facts of the case

In the month of May 2016, the same team had arrested five Drug Traffickers resident of Distt. Shahjahanpur (UP) vide case FIR No. 25/16 dated 16/05/2016 u/s 18 NDPS Act PS Special Cell, Delhi. Total 69 kgs. of high grade Opium worth rupees several crores in International market was recovered from their possession. During investigation of the case, it was ascertained that Nizam is the kingpin of drug cartel who use to collect opium/heroin from various small cultivators in North-East and the same is supplied to various middle-men located in Uttar Pradesh and Delhi-NCR through his carriers using trucks and other heavy vehicles to avoid detection by law enforcing agencies. Nazir Hussain @ Nizam was main supplier of drugs to the drug traffickers arrested in this case. Since then the sleuths of Special Cell have been making sincere efforts to trace him and visited Assam and other parts of North-East India several times but he managed to evade his arrest. Moreover, he was also declared Proclaimed Offender (PO) by the concerned Delhi Court in above said case and Delhi Police has also declared a reward of Rs. 50,000/- for his arrest.

Operation

To track out the absconded kingpin Nazir Hussain @ Nizam @ Nizamuddin, a team consisted with SI Neeraj Sharma, ASIs Mandeep Singh, Kamal Singh, Mohinder Singh, Ajay Kumar, Pawan Kumar, HCs Devender, Nirmal, ASI Mandeep Singh & HC Girdhar were specially tasked  to develop the information. They worked systematically and strategically for months together in developing the information. Their continuous efforts yielded fruitful results when specific information was received that Nazir Hussain @ Nizam @ Nizamuddin would be  reaching Delhi by train from Guwahati on the late evening hours on 14/04/2017 and would drop at Anand Vihar Railway Station. On receiving the information, team of Special Cell reached at Ghaziabad Railway Station and boarded the said train. Before reaching Delhi the team was able to identify and located the said Nizam traveling in the train. He was accordingly apprehended and after initial spot interrogation, he was duly arrested in the above said case.  

Modus Operandi

During sustained interrogation, accused Nazir Hussain @ Nizam @ Nizamuddin disclosed that illegal farming of opium is rampant in North-East States like Manipur, Assam & Nagaland and they have become a major source of supply of opium and heroin to Punjab via UP and Delhi-NCR. After crack-down by Border Security Forces (BSF) on Pakistan Border, illegal smuggling of Opium/Heroin in Punjab has taken a nose dive and this route has now become a preferred one by drug traffickers. Opium/Heroin from Myanmar is also making way to Punjab through this route. He also stated that North-East States are now the biggest hub for supply of these drugs to rest of North India, which are manufacturing them locally as well as smuggling from Myanmar.

Earlier arrested accused Gopal and Mulla used to act as carrier for the present accused Nazir Hussain @ Nizam @ Nizamuddin. Nizam uses to collect opium and heroin from various small cultivators in North-East and the same was supplied to various middle-men located in Shahjahanpur, Bareilly, Allahabad in Uttar Pradesh and Delhi-NCR using trucks and other heavy vehicles to avoid detection by intelligence agencies. It is also revealed that these middle-men were regular customers, who used to place orders on phone and money used to be transferred both through banks and cash. The accused disclosed that he had earlier made several trips to UP and Delhi-NCR to supply opium to various middle-men. This time he has come to make contact with his earlier arrested associates, who are lodged in Delhi jails.

Accused Nazir Hussain @ Nizam @ Nizamuddin was born in his native village Pipal Pokhuri, Distt. Naugoan (Assam). He is a school dropout. He started as a mechanic of Maruti cars and also run a garage at Dimapur (Nagaland) for several years. After earning a reasonable amount from his garage, he purchased a second hand truck for plying in goods transport from Dimapur to Western UP and Delhi/NCR. Already arrested accused Gopal used to work as driver on the truck of Nizam. In that course, in the year 2014, Nizam came in contact with already arrested another associate Shariyat Ali @ Mulla at Guwahati and both of them persuaded to each other for trafficking of opium from Dimapur to UP and other States. In Nagaland and Assam States, opium is called as “Kanhi”. Nazir Ali @ Nizam used to collect the opium from different petty Naga cultivators, who cultivate opium illegally in the hilly areas of Nagaland and in association with Shariyat Ali @ Mulla and Gopal the contraband was being supplied to other parts of the country in huge quantity.
