DEBATE COMPETITION ON HUMAN RIGHTS ISSUES, YEAR 2016-2017

A debate on the topic “ARE HUMAN RIGHTS VIOLATIONS BY SECURITY FORCES ON THE RISE ? IF SO, WHAT IS A CONTRIBUTORY FACTOR : LACK OF TRAINING OF SECURITY FORCES OR AN INSENSITIVE AND APATHETIC PUBLIC ?” was organized by Delhi Police under the aegis of National Human Rights Commission.  Participation was opened for all ranks of Delhi Police.  The debate was organized in two phases, preliminary and final round.   Preliminary round was held at Range level at two different centers in Delhi under the supervision of an officer  of the rank of Jt. Commissioner of Police/Addl. Commissioner of Police on different dates i.e. on 08.09.2016 (South Eastern Range & South Western Range) at SPUWAC, New Delhi and on 16.09.2016 (Central Range & Northern Range) at Ist Bn. DAP, Delhi. 06 participants of preliminary round were selected for the final round of debate competition.

The final round of the debate competition was held at Conference Hall, PHQ at 4 P.M. on 16.03.2017 which out of the final 06, five contestants representing their ranges turned up to participate in the final rounds.  The jury was headed by Shri P.K. Tripathi, Hon’ble Chairman, Public Grievances Commission, GNCT of Delhi, with Shri David Lalrinsanga, Jt.CP/Vigilance and Shri Praveer Ranjan, Jt..CP/Crime, as members of the jury.  The participants spoke on the topic, raising many social, legal and other perspective.  Inspr. Ashok Giri, D-194, Inspr. (Steno) Man Mohan Sahani, 4818/D, SI Salim, D-4902, Const. Paramjeet Singh, 1227/OD  and Ct. Umendra Tiwari, 1247/NW were the participants.  On the basis of the Jury’s decision, the First, Second & Third Prizes have been awarded to Ct. Umendra Tiwari, 1247/NW, Inspr. (Steno) Man Mohan Sahani, 4818/D and Const. Paramjeet Singh, 1227/OD respectively.  The Mandal Trophy has been awarded to Northern Range.

Sagar @ Punter a sharp shooter of Naveen Khati Gang arrested

Two sophisticated pistols alongwith 9 cartridges recovered. A reward of Rs 50,000/- was declared by Delhi Police for his arrest. A team of Special Cell, Northern Range, led by Insp. Sanjay Nagpal, Inspr. Prabhat Kumar & Insp. Pankaj Kumar under the supervision of Shri Pankaj Sood, ACP has arrested sharp shooter of notorious and desperate gangster Naveen @ Khati namely  Sagar @ Punter, alongwith his associate Ravi @ Cheeru. Two pistols alongwith 9 cartridges were recovered from their possession.  A Bullet Motor-Cycle used by gangster has also been seized. A reward of Rs 50,000/- was declared by Delhi Police for his arrest. There is a long history of gang war in Najafgarh and adjoining areas. Naveen @ Khati gang is a desperate gang having rivalry with Manjeet Mahal/ Ravinder @ Bholu gang. They are splinter group of Anoop/Balraj gang which had rivalry with Krishan Pehlwan gang. HE ALLEGEDELY OPERATED INSIDE THE JAIL CARRYING REWARD OF Rs. 20,000/- District Anti Robbery Cell, NWD has nabbed a desperate extortionist namely Harsimran @ Badal @ Simran s/o Harvinder Singh r/o BK-1/103-A, East Shalimar Bagh, Delhi, who is gang leader of Harsimran @ Badal Gang and carrying reward of Rs. 20000/-. He is a dreaded criminal of PS Shalimar Bagh and is involved in total 15 cases including two murders at PS Burari & Mandir Marg. He was wanted in many cases of Extortion etc. With his arrest four cases of Extortion and Arms Act of North West Distt have been worked out.
