Lt. Governor, Sh. Anil Baijal chairs Law & Order meeting and reviews general crime situation in Delhi

Sh. Anil Baijal, Lt. Governor, Delhi chaired a Law & Order meeting today at Raj Niwas and reviewed the general crime situation in Delhi focusing on pattern, trends, possible causes and lessons learnt. The meeting was attended by Chief Secretary, Delhi, Pr. Secretary (Home), GNCTD, Commissioner of Police, Delhi, Spl. CPs and Jt. CPs of Delhi Police.
      Delhi Police informed that various initiatives like zero-tolerance for non-registration on account of jurisdictional issues; online registration of crime through e-FIR, Mobile apps etc. has encouraged the residents of Delhi to report any crime in a hassle-free manner.
One of the most important factors analyzed for increase in the crime is the change in demography and ease of reporting the crime. There has been a sharp decline in the heinous crimes due to continuous and comprehensive steps with innovative methodologies adopted by Delhi Police.
As such, total heinous crimes that include murder, rape, riot, dacoity etc. have declined by 24% to 5581 cases as compared to 7347 cases in the same period in 2016 (1st January-15th November). The solved percentage has jumped by 85% to 68.98% reflecting improved detection rates. Solved percentage of non-heinous crimes too has risen by 31% to 24.57%, as per the data submitted.
Delhi Police apprised Hon’ble Lt. Governor about the measures for crime control being taken such as integrated patrolling with Traffic Police and PCR; joint group patrolling in vulnerable areas to enhance police visibility; close surveillance on criminals; regular Motor Cycle patrolling to ensure high visibility; vehicular checking especially motor cycles to check movement of criminals; strict and prompt action against drug dealers; apprehension on drinking of liquor at public places; sharing of vulnerable routes with border districts and dark spots with concerned agencies; adequate publicity of Delhi Police Apps; Focus on Sashakti : self-defence training etc.
Delhi Police also informed Lt. Governor about the initiatives undertaken for improved detection and speedy arrest of criminals such as area-wise incidence of crime analysis/mapping; identification of possible escape routes; dynamic system of picketing; putting pickets at locations of high crime prone areas; constitution of special anti-snatching teams; use of Prahari as force multiplier; close surveillance on known criminals; specialized courses on quality of investigation, cyber crime, use of modern gadgets etc.
Apart from this, Hon’ble Lt. Governor was also apprised about the incidence of street crime and its prevention measures, women safety measures, strengthening of beat system, crackdown on criminals, action against known criminals, crime against senior citizens, action under MCOCA-2017, policing in vulnerable areas etc.
Hon’ble Lt. Governor directed that the quality of investigation especially in the cases related to women be improved with higher focus on collection of scientific evidence in a systematic and time-bound manner, so as to ensure fool-proof detection and prosecution.
Hon’ble Lt. Governor also advised Delhi Police to analyze the emerging trends on a regular basis and make the website/apps more interactive so as to have transparent and robust feedback from the people.
Hon’ble Lt. Governor appreciated the efforts taken by Delhi Police to nab the criminals engaging in organized crime as well as the intensive drive for seizure of illegal arms and ammunitions. At the same time, Hon’ble LG stated that the ultimate endeavour should be to strike at the root of the supply and demand chain so that the sale of such illegal arms can be effectively curbed.
Hon’ble Lt. Governor also directed that action against those found in illegal sale of liquor and other violations related to drinking be shared with the Excise Department for effective multi-pronged action against violators. Lt. Governor also stressed that the work of lighting of dark spots be completed within a time frame in active coordination with Delhi Police, Pr. Secretary (PWD) and the three DMCs.

Finally, the Hon’ble LG advised Delhi Police to work on systemic reforms that shall not only bring about a significant impact on prevention of crimes through community outreach and robust surveillance but also enhance the quality of investigation and prosecution, ensuring that those who commit crimes are punished swiftly and appropriately.
