TRAFFIC ADVISORY

A Graded Response Action Plan for Delhi & NCR with appropriate measures to address different levels of air pollution as per Notification Number S.O. 118 (E) dated 12th January, 2017 in compliance of Hon’ble Supreme Court of India’s order dated 2nd December, 2016, has been implemented.  The Graded Response Action Plan inter-alia prescribes stopping of entry of truck traffic into Delhi (except essential commodities) in ‘Severe + or Emergency’ level i.e. when PM 2.5 levels cross 300 ug/m3 or PM 10 levels cross 500 ug/m3 (5 times above the standard) and persist for 48 hours or more. The Graded Response Action Plan mandates that Traffic Police and Municipal Corporations of Delhi are the responsible/implementing agencies for this purpose.

The level of pollution in the NCT of Delhi has reached at alarming level warranting immediate necessary action to curb air pollution. The Hon’ble Lt. Governor of Delhi has directed that steps are required to control deteriorating air quality in Delhi and thus, orders the Delhi Traffic Police and Municipal Corporations of Delhi to prohibit the entry of Heavy & Medium goods vehicles (except the vehicles carrying essential commodities viz. raw vegetables, fruits, grains, milk, eggs, ice, salt tankers carrying petroleum products,etc) in the territory of NCT of Delhi from the border entry points with effect from 11.00 PM of 9th November, 2017 to 11.00 PM of 12th November of 2017 which can be further extended depending upon the air quality. A Notification F.No.3(218)/MRTS/TPT/2015/241 dated 09.11.2017 in this respect has also been issued by Transport Deptt., GNCT of Delhi.

Accordingly all Borders Entry Points of Delhi from where Heavy & Medium goods vehicles enter into Delhi shall be sealed by Delhi Police w.e.f. 11.00 PM of 9th November, 2017 to 11.00 PM of 12th November, 2017 which can also be further extended depending upon the air quality in Delhi in coming days.

All neighboring Districts and States have been requested to deploy adequate manpower on their part at all Border Entry Points in their respective areas of jurisdiction and help Delhi Police in implementing the directions in true & letter and spirit. The concerned authorities of the neighbouring have also been requested to ensure that flow of other motorists is not affected due to stoppage of entry of heavy and medium goods vehicles into Delhi from Border Entry Points.
