INTRODUCTION

The Crime Branch has arrested a desperate criminal and gang leader of cable thieves, Rajbir Singh Rathi @ Rajesh @ Pankaj (48 years) r/o District Rohtak, Haryana from Dwarka area following recovery of one .315 bore country-made pistol from his possession along with one stolen Santro car and tools used to cut/dismantle BSES cable wires and transformers. Total 6 cases of cable/transformer theft and auto theft of South-West & West Districts have been solved with the arrest of the accused Rajbir Singh Rathi.     

INFORMATION, TEAM & OPERATION

On 01.08.2017, ASI Satender Sehrawat posted in SWR/Crime Branch received a tip off that a desperate criminal Rajbir @ Rajesh who has indulged in several cases of BSES electrical cable thefts and possesses illegal weapons would come at IP University Road, Dwarka in a Santro car. This information was further developed and a team of Crime Branch under supervision of ACP Jasbir Singh led by Insp. Sunil Jain and comprising of SI Arvind Kumar, ASIs Satender Sehrawat, Shreom, Kuldeep Maan, HC Rajeev Sahrawat, Ramkumar, Gangadhar, Cts. Mukesh Sehrawat and Om Prakash was constituted to nab the criminal. The Crime Branch team laid a trap near expected place of his arrival and the accused was successfully apprehended. On his personal search, one country made pistol and six live cartridges of .315 bore were recovered from his possession and the Santro car No. DL2C-AE-1233 found to be stolen vide case FIR No. e-028624/16 dated 29.09.2016 u/s 379 IPC PS Prasad Nagar was also recovered. On search of Santro car, several tools being used to cut/dismantle BSES cable wires & transformers were recovered from the backseat and stolen electricity cables were also recovered from boot space of the car. Accordingly, a case under appropriate sections of law was registered and the accused was arrested in the case.   

PROFILE
On interrogation, the accused disclosed that he basically belongs to District Rohtak, Haryana. He completed his studies up to 11th standard from a public school in UP. Thereafter, he came back to his native village and started residing with his father, who was later killed by his cousins in a property dispute in the year 2001. In the year 1998, he along with his maternal aunt (Mosi) and her children stabbed his maternal uncle (Mosa) residing in the area of Nanakpura in a family dispute and fled away. A case of attempt to murder was registered regarding the incident and the accused was declared PO during investigation.
CRIMINAL BACKGROUND
His relation with his father was not cordial due to his bad habits. So, he left his village and came to Najafgarh, Delhi and started furniture business. During this period, he came in contact with some scrap dealers who indulged in purchasing stolen equipments of BSES including electric cables & transformers. The accused found this job lucrative and formed a gang with small time thieves and greedy scrap dealers of the area. Thereafter, he started stealing BSES electricity cables and transformers from outskirts of villages of South-West & Outer Districts of Delhi. During this period, he was arrested by Crime Branch in the year 2004 after an encounter with police team and several cases of thefts were solved with his arrest.

After coming out of jail, he again re-constituted his gang and remained involved in dozens of cases of cables thefts, auto theft, robbery etc. and was arrested several times.

The accused Rajbir Singh Rathi often used to change his gang members as well as his residence and used to take rooms on rent in different parts of Najafgarh area. Presently, he was running his gang with the help of one Gopal, Robert @ Ganja and Sunil @ Murderi and others who are notorious thieves and involved in several cases of thefts etc. Preliminarily, the accused persons used to steal a vehicle for commission of crime and then used to steal the electric wires and transformers from various areas of Delhi, Haryana & UP. The accused persons also used to possess illegal weapons during commission of crime as at many occasions, they were cordoned off by the villagers during thefts. In the year 2009, the accused persons were cordoned off by the villagers during commission of theft in the area of Village Issapur, PS Jaffarpur and all the gang members were thrashed out by the villagers. One of the accused Raju was killed in the incident. Thereafter, the accused persons started carrying weapons while going out for committing crime.    

The accused Rajbir Singh Rathi was previously found to be involved in 20 criminal cases of thefts, robbery, attempt to murder, etc. of different police stations of Delhi & Haryana and following six cases, have been solved with his arrest by Crime Branch: -

2. FIR No. 30/17 dated 31.01.2017 u/s 136 Indian Electricity Act PS Jaffarpur kalan.
3. FIR No. 34/17 dated 03.02.2017 u/s 136 Indian Electricity Act PS Jaffarpur kalan.
4. FIR No. 39/17 dated 12.02.2017 u/s 136 Indian Electricity Act PS Jaffarpur kalan.
5. FIR No. 06/17 dated 08.01.2017 u/s 136 Indian Electricity Act PS Jaffarpur kalan.
6. FIR No. e-028624/16 dated 29.09.2016 u/s 379 IPC PS Prasad Nagar.

Concerned police stations have been informed regarding arrest of the accused person. Efforts are being made to arrest remaining absconding accused persons.
