MOST WANTED AND DESPERATE CRIMINAL OF HARYANA KAPTAN @ PRAVEEN ARRESTED

  • WANTED IN SENSATIONAL TRIPLE MURDER CASE OF KARNAL, HARYANA .
  • A REWARD OF ONE LAKH WAS DECLARED BY HARYANA POLICE FOR HIS ARREST.
A team of Special Cell  (South Western Range), led by Insp. Tilak Chand Bisht, Insp. Vinay Kumar under the supervision of Sh Akhileshwar Swroop Yadav, ACP has apprehended one of the most wanted, desperate and notorious criminal, Kaptan @ Praveen Karnal, Haryana, wanted in a case of brutal daylight triple murder in Karnal, Haryana and a robbery case. He is involved in 9 cases of murder, attempt to murder, robbery, extortion and attack on police personnel. One sophisticated Pistol of .32 bore with 3 live cartridges have been recovered from his possession. A reward of Rs. 1 lakh has been declared by Haryana Police for his apprehension.
OPERATION
Information was received by Inspr. Tilak Chand Bisht that a desperate criminal wanted in brutal triple murder case of Karnal, Haryana, namely Kaptan @ Praveen, is hiding somewhere in Outer area of Delhi. Sources were deployed and ground work was conducted to develop this information. On 09/08/2017 a tip-off was received that Kaptan @ Praveen will come  to meet one of his associates on GTK bypass Bus Stop, Delhi Accordingly, a team led by Inspr. Tilak Chand Bisht consisting of Inspr. Vinay Kumar, SI Manender Singh, ASI Dilbag, HC Deepak, HC Shiv Kumar, HC Mukesh, Ct. Kishore, Ct. Ajay, Ct. Ombir, Ct. Hariom, Ct. Harender, Ct. Raj Hassan, Ct. Ashwani, Ct. Deepak, Ct. Atul laid a trap to apprehend the said criminal. At about 04.55 AM accused namely Kaptan @ Praveen was spotted coming from GTK bypass Bus Stop, Delhi and he started waiting for someone. After waiting for about 10 minutes when he started to move he was apprehended by police team. During his search one sophisticated pistol of .32 bore alongwith 3 live cartridges was recovered. Accordingly, a case under Arms Act was registered at P.S. Special Cell, Lodhi Colony, New Delhi.
Triple Murder case of Karnal  :
Kaptan @ Praveen was subjected to sustained interrogation wherein he revealed that in the year 2003, he alongwith Rajesh, Naresh, Gulab Singh entered into telecom tower business and his monthly share of forty to fifty thousand was fixed. On 23.05.2003, he was involved in the murder of Anoop Pehalwan in Rohtak Court. He was arrested in the case and sentenced to life imprisonment. While he was incarcerated his partners Rajesh, Naresh, Gulab Singh stopped paying his share of telecom tower business. In the year, 2012, he was granted bail from Supreme Court. After his release from jail Kaptan @ Praveen started demanding his share of payment from his partners. The partners avoided him and refused to pay his share. Kaptan @ Praveen alongwith his associates hatched a conspiracy to eliminate them.  On the fateful day i.e. 08-12-2016 his associate Vijay informed him that Rajesh, Naresh, Gulab Singh  would be coming  to attend a marriage function at Karnal road in a banquet hall.  Kaptan along with his 7 associates came in a Fortuner SUV and way laid the vehicle of his partners 3-4 Km before the banquet hall. Kaptan alongwith 7 associates got off from the Fortuner and fired indiscriminately. Rajesh, Naresh and Gulab succumbed to their injuries while Manoj & Chand sustained grievous injuries. Accordingly a case FIR No. 1323/16, dated 08/12/16 u/s 148/149/302/307/341/506 IPC & 25/54/59 Arms Act, was registered at PS City Karnal, Haryana.
On 29.7.2017, a joint team of PS Kairana, PS Jhinjhuna, and Special Operation Group of  Shamli, UP Police  neutralised  Naushad one of the accused in an encounter in Village Bhura, in UP.
Profile and previous involvements of the Kaptan @ Praveen.
Kaptan @ Praveen was born 1978 at Village Rangrooti, Assandh, Karnal, Haryana. He is a school dropout in 1996. He had studied upto 10th class. After that he fell into bad company of local criminals and entered in the world of crime. On 04/08/1998, he along with his associates stabbed a person at Baba Cinema Hall in Sonepat over a petty issue at ticket window of a cinema hall. A case vide FIR No. 422 u/s 148/149/323 IPC had been registered in PS Civil Line, Sonepat, Haryana.
On 20.08.1999 he fired at his neighbour over a petty issue, along with his associates. A case vide FIR No. 380/1999, u/s 452/307/34 IPC & 25/54/59 Arms Act, had been registered by PS. Assandh, Karnal, Haryana.
Soon he alongwith his associates was involved in cases of extortion and contract killing. While lodged in Rohtak Jail he came in contact with notorious gangster Krishan Pehalwan. Later, he joined the Krishan Pehalwan gang. On 23.05.2003, on the directions of Krishan Pehalwan, he along with his associates namely Rajesh, Monu, Joginder @ Golam, Shiv, Mogli, Mukesh, Mahavir Don, Rodhiya Fauzi executed a sensational broad daylight contract killing of Anoop Pehalwan in Rohtak court premise, while Anoop and his accomplices were being taken to the court for production. He along with his associates fired indiscriminately at Anoop and his cohorts. Police arrested them near the Railway crossing on the Sonepat Road Rohtak after a brief encounter. Kaptan @ Praveen sustained a bullet injury in the jaw in exchange of fire. Four policemen were also injured in this encounter. A case Vide FIR No. 264 u/s 148/149/302/307/323/186/353 IPC & 25 Arms Act was registered at PS Civil Line Rohtak. He remained in Jail in that case till 2012.
On 04.12.2004, while being in jail, he directed his associates to make a heist in the house of one Mr. Tyagi. His associates executed brazen broad day heist in the house of Tyagi in jurisdiction of P. S. Assandh and looted more than Rs. 4-5 lakh on gun point. A case vide FIR No. 570/04, u/s 394/307/506/34 120-B IPC IPC & 25/54/59 Arms Act was registered at PS Assandh, Haryana.
On 03.06.2004, he attacked police officials, posted in Rohtak jail over petty issue. A case wide FIR No 272 u/s 333/332/353/186/34 IPC was registered by PS Civil Line, Rohtak.  
On 04/12/2004 while being in jail he directed his associates to collect extortion money from a businessman of Mandi Assandh. His associates fired and made a murderous attack on this businessman and a case vide FIR No. 570 u/s 394/307/506/34/120 IPC & 25/54/59 Arms Act was registered by PS Assandh, Haryana.
On 11/08 /2008, Rohtak Court awarded life imprisonment to him along with  six members of his gang in Anoop Pehalwan Rohtak court murder case. However he got bail from the Hon’ble Supreme court of India in the year 2012. On 01/07/2013, he along with his aides stabbed a person namely Teji r/o Basai Village over a petty quarrel. A case Vide FIR No. 368 u/s 452/506/323/341 IPC was registered by PS Assandh, Haryana.

In the month of September/ October 2016, he along with his aides namely Naushad, Anwar and Naushad committed broad day robbery on gun point at near Tarawadi on Karnal highway. He waylaid a car and looted an amount of approximately Rs. 2 lakhs from the three occupants of the car after brandishing pistols. A case vide FIR No. 28/2014, dated 11.01.2014 u/s 148/149/323/324/452/506 IPC, was registered at PS Sadar Karnal, Haryana. He is wanted in this case.
