NOTORIOUS CHEAT IMPERSONATING AS COP ARRESTED AT NEHRU PLACE

Used to threaten & cheat people posing as policeman, Cheated Gold article recovered, Accomplished Goldsmith who used to receive the cheated gold also arrested, Clue regarding accused got from Eyes & Ears Stakeholder

The staff of Police Station Kalkaji, South-East District has nabbed a notorious cheat namely Vijay Verma, 62 years R/o Ghaziabad, UP who used to threaten and extort money from victims posing as policeman. Police team has also arrested his associate namely Eliyas, 44 years R/o Laxmi Nagar, Delhi who works as goldsmith and used to buy cheated gold articles from the main accused.

Brief Facts

  • Incident of February, 2018

In the month of Feb., 2018, one Sh. Rajiv hailing from Gujarat came to Delhi and on 19.02.2018, he visited IFCI Tower, Nehru Place for some work.  When he just started off in an auto rickshaw to go towards Paharganj, the auto was got stopped by a person riding a two wheeler. He posed himself as a Police official and told that he is keeping surveillance over his activities since morning.  He further told victim to pay the fair to the auto rickshaw driver and asked the driver to leave. Thereafter, the person started threatening the victim telling him that he will call senior officer and will send him to Tihar Jail.
  • Extorted  Gold Ring and Cash

Alleged told victim Rajiv that if he wants to go back Gujarat safety, he will have to pay a handsome amount. Victim  Rajiv paid him Rs.10,000/- which he was having in his pocket. Alleged further pressed Rajiv to arrange some more money and took out his gold ring valued Rs.45,000/- and asked him to take out the money from ATM. When victim Rajiv came back to the place after withdrawing money, the said person was not there. Then he realized that he has been cheated by a fraudster posing himself as a Police official and then reported the matter to the Police. On the basis of the above facts and circumstances, a case vide FIR No. 53/2018, Dated 19.02.2018, u/s 420 IPC, PS Kalkaji was registered and investigation was taken up.  

  • Earlier Incident of June, 2017

It is further pertinent to mention that one more incident of similar nature was earlier also reported at PS Kalkaji which was registered vide FIR No.292/2017 Dated 25.06.2017 u/s 420 IPC PS Kalkaji.  In that incident complainant who runs a shop near Satyam Cinema took water from water vendor near Satyam Cinema and was going towards Govind Puri on his scooter. When he reached Lala Lajpat Rai Marg, he was stopped by a person who was riding on a scooter.  He posed himself as a police official and told that the number plate of his scooter is not proper. He will have to go to his senior officer. He asked him to sit on his scooter and took him towards Kailash Colony. The alleged officer asked him to remove his gold chain and ring as his officers will get infuriated. Complainant removed his gold chain and ring and gave to that person who wrapped in his handkerchief and threw it in the nearby park. Thereafter, alleged asked complainant to pick up his articles.   He went inside the park and found only his handkerchief and his gold chain and ring were missing. When he came out of the park he found that the alleged Crime Branch official was not there.




Team & Investigation

In view of the above incidents, a team led by Inspr. Ved Parkash, SHO/PS Kalkaji comprising of ASI Rajesh Rai, HC Raj Kumar and Ct. Chand Ram was constituted under the supervision of Sh. Anant Mittal, ACP Kalkaji.  The above team started manhunt for the culprit behind the above crimes.
 
During investigation, the registration number of the alleged scooter provided by the complainant Rajiv in case FIR No. 53/2018 was found incorrect and on the said registration number, a Yamaha Motor Cycle was found registered.  On clarification from complainant, he told that the registration number of the scooter could have been 6221 in place of 6123. As per the record of Transport Authority, scooter No. DL-13SH-6221 was found registered in the name of one Mr. Rahul R/o Geeta Colony, Delhi.   The said person was not found residing on the said address. No substantial clue was found from the registration number of the scooter.

  • Clue from Eyes & Ears Stakeholders

During further investigation, complainant Mr. Rajiv also disclosed that he noticed a tattoo “SUREKHA’ engraved on the right hand of the said criminal. The description of the above accused person was shared with various persons working in Nehru Place as well as with the vendors, TSR drivers, hawkers, guards etc who works in Nehru Place. These vendors who were enrolled in  Eyes and Ears Scheme in Nehru Place were repeatedly briefed & motivated to get some clue about alleged person.

  • Chased  & Caught accused

A stake holder of Eyes and Ears Scheme (name withheld to protect identity)  disclosed that a person having similar description and riding on a scooter is roaming in Nehru Place and claiming himself to be Police official of Crime Branch to various persons visiting US Visa Centre, Nehru Place.  On the basis of above information, police team swung into action and rushed towards US VISA Centre. As soon as the above Police officials were about to reach, they found a person was moving swiftly towards Nehru Place Metro Station.  The Police Team chased him and apprehended him near Hotel Eros Intercontinental. The said person was identified as Vijay Verma R/o Ghaziabad, UP.
Interrogation & Modus Operandi

During interrogation, accused Vijay Verma tried to mislead the Police team but on sustained interrogation, he broke down and admitted to have committed the above offences. He disclosed that he used to provide mares for Ghurchari in the marriage ceremonies. Later on, he read about some cheats who used to dupe innocent persons by threatening and posing themselves as police Official. Vijay Verma also planned to cheat people with such modus operandi.
  • Imitating Policemen

He also started observing Policemen to learn their body movements and how to talk with confidence and stop vehicle with confidence so that no body doubts him. He further choose to present himself as Crime Branch officer because he could be in civil clothes and do not require to wear uniform to cheat. Moreover, one would not get noticed in civil clothes as much as one in the uniform.  He purchased a second hand scooter and after picking his target he used to follow and stop him. He used to talk to his targets in a very confident manner and due to his elder age people do not had suspicion on his activities.

  • Arrest of Goldsmith

He also admitted that he duped a number of persons like the above complainants and disposed off the gold jewellery taken from them through a gold smith namely Eliyas. Accordingly, accused Vijay Verma was duly arrested.  On the instance of accused, Eliyas  R/o Laxmi Nagar who used to dispose the stolen gold articles was also arrested. Accused Vijay Verma sold his scooter last month and was looking forward to buy another one.

Profile of Accused Persons
  1. Accused Vijay Verma hails from Distt. Dhaulpur, Rajasthan.  He born and brought up at Indira Colony, Tilak Nagar. He is illiterate and is married.   Later on, he came in contact of some cheats who used to dupe innocent persons by threatening and posing himself as Crime Branch Official.

  1. Accused Eliyas hails from West Bengal.  He came to Delhi around 28 years back. He used to work for cleaning of jewellery items in various jewellery shops and later started his own jewellery shop in Laxmi Nagar.   He used to take stolen jewellery on very cheap rate and dispose off and sell by making new jewellery items.
