Accused engaged in supply of illegal arms to local criminals / gangs in Delhi and NCR arrested by Special Staff, South District.

• In the recent past, an Interstate Coordination Meeting was organized on 08-12-17, which was chaired by CP Delhi, wherein emphasis were given on better and prompt information sharing regarding illegal arms manufacturing units and criminal gangs, involved in distribution of illegal arms. This meeting was attended by high rank police officials of UP, Haryana, Rajasthan, Punjab, Bihar and Madhya Pradesh.

• Special inputs were shared in the interstate coordination meeting regarding such criminal activities along the bordering areas of Khargoan and Sendhwa of District Indore in Madhya Pradesh, Munger in Bihar. Special teams were constituted in South District to further develop this information and to initiate action against such criminal gangs.

• In the current year one of the priorities of South District is prompt and continuous action against manufacturing units and distribution network of illegal arms and their suppliers in Delhi and NCR.

• The borders of Sendhwa and Khargoan are in close proximity of Yawl Wild Life Sanctuary which is spread across forest and hilly terrain on the border of Maharashtra and Madhya Pradesh. Such terrain provides geographical ambient conditions for such criminal gangs to manufacture illegal arms.

• Local handlers/distributers/suppliers send the carriers at regular intervals to these towns for collection of consignment of illegal arms against cash.

• The average price of each weapon ranges between Rs. 30 to 50 thousands.

• These illegal arms are then distributed to criminals across Delhi and NCR

With the arrest of accused Iqbal, age 26 years r/o Village Nangla Utavad, Tehsil Chatta, PS KosiKalan, District Mathura, UP, the police team of Special Staff, South District has recovered 14 sophisticated automatic pistols from his possession.

Brief facts:

In the recent past Interstate Coordination Meeting was organized on 08-12-17, which was chaired by the Commissioner of Police, Delhi, in which inputs were shared regarding manufacturing and distribution network of sale / supply of illegal arms to local criminals / gangs through carriers in Delhi and NCR.  Accordingly, Operation Cell of South District was tasked to form teams for prompt and continuous action against manufacturing units and distribution network of illegal arms in Delhi and NCR.

The police teams worked relentlessly for days and kept sharp vigil on the activities of jail / bail released criminals, previously involved in sale / supply of illegal arms.  Also, the police teams camped in remote areas of Madhya Pradesh, Maharashtra and Bihar to develop the information about the criminals / carriers indulged in manufacturing / supply of illegal arms.  The continuous hard work of the police team of Special Staff yielded fruits when secret information was received regarding one notorious arms supplier namely Iqbal.  The information was further developed which revealed that Iqbal used to supply illegal arms to the local criminals / gangs in Delhi and NCR against cash.  On 8.01.18, specific input was received about accused Iqbal that he would come near Batra Hospital, M.B. Road in the evening to deliver the huge consignment of illegal arms/pistols. On receipt of this information, a raiding party comprising SI Rajeev Bamal, SI Gyanendar, ASI Vir Singh, HC Satish, Ct. Sonu, Ct. Payar Singh, Ct. Naresh and Ct. Pardeepled by Inspr. Richhpal Singh, I/C Special Staff and Sh. Palvinder Singh, ACP/ Operations was formed.

Accordingly, a trap was laid on the spot at M.B. Road and at the instance of secret informer; accused Iqbal was overpowered by the raiding party. On search,14 sophisticated (.32 bore) duly concealed in a bag were recovered from his possession.  In this regard, a case vide FIR No. 12/18 u/s 25 Arms Act was registered at PS Sangam Vihar and investigation has been taken up.

Interrogation :

During interrogation, accused Iqbal disclosed that he came in contact with one Mufeed, hailing from his native village who roped him in supply of illegal arms/ pistols in Delhi/ NCR region to earn easy money.  Accordingly, he joined Mufeed in crime and started working as carrier to supply illegal arms to the local criminals. He further disclosed that he used to procure illegal arms / pistols from Sendhwa, Madhya Pradesh and supply to the persons on the directions of Mufeed.  He further disclosed that he indulged in supply of illegal arms/ pistols in Delhi-NCR since last one year and Mufeed pays him Rs. 1,000/-for supply of one illegal pistol / arms.

With regard to the instant incident, accused Iqbal disclosed that he was directed by Mufeed to go to near Batra Hospital, M.B. Road with the consignment of illegal arms where one person wearing a cap will come to him and will utter “Mufeed bhai ne bheja hai” and he had to deliver the consignment of illegal arms to that person. He further disclosed that on instructions from Mufeed, he had gone to Sendhwa, a bordering town between Madhya Pradesh and Maharashtra where he contacted his local contact and exchanged consignment of arms against cash.  He also disclosed so far he has procured illegal arms consignment from Sendhwa, Madhya Pradesh around 8 to 10 times and supplied on the directions of Mufeed to various criminal gangs in Delhi and NCR. Further investigation is in process and efforts are being made to burst the source of supply.

Profile of accused:

Iqbal, age 26 years r/o Village Nangla Utavad, Tehsil Chatta, PS Kosi Kalan, District Mathura, UP is a school dropout. His father is a scrap dealer in Mumbai and he used to assist his father.
