Two Rewarded Murderer/ProclaimedOffenders of Haryana Arrested


  • Reward of Rupees 50,000/- was declared on the arrest of each accused.
  • One of the arrested accused has served as Sarpanch / Member of Block samite in Haryana.

INTRODUCTION:-
On the secret information,on 05.09.17 the team of SER/Crime Branch has arrested rewarded murderer, Proclaimed Offender, Ex-Sarpanch of Village-Panchi,Distt. Sonipat (Haryana) namely Surender Singh s/o Maha Singh r/o Village Panchi, Distt. Sonepat (Haryana) aged 46 yrsand his son Praveen aged 27 yrsnear ShaniMandir, GT Karnal Road, Alipur, Delhi. Both the persons were declared as Proclaimed Offender in DSP CRPF Sajjan Singh’s Murder Case of FIR No. 516/15 dated 03.10.15 u/s 302/307/34/201/120-B IPC & 25 Arms Act PS Gannaur, Sonepat (Haryana)on 10.08.17 by the Court of Sh. Amit Sharma, SDJM, Ganaur, Sonepat, Haryana.One SAF, Kanpur made .32(7.65 mm) bore revolver and .32 bore 6  live cartridges were recovered from the possession of accused Surender Singh(Ex-Sarpanch) and seized with his expired Arms License. A case FIR no. 154/17 u/s 25 Arms Act,PS Crime Branch, Delhi is registered against Surender Singh and accused Prveen is arrested U/s 41.1 (c) Cr.PC. vide DD No. 4 dated 06-09-17 SER, Crime Branch, New Delhi.
ARRESTED ACCUSED:-
  1. Surender Singh s/o Maha Singh r/o Village Panchi, Distt. Sonepat (Haryana) aged 46 yrs
  2. Praveen s/o Surender Singh r/o Village Panchi, Distt. Sonepat (Haryana) aged 27 yrs
INCIDENT & OPERATION:-
On05-09-17, secret informationabout this murderer/Proclaimed Offender, Ex-Sarpanch of Village Panchi, Distt. Sonepat (Haryana) namely Surender Singh s/o Maha Singh r/o Village Panchi, Distt. Sonipat (Haryana) aged 46 yrs,was received. A raiding team comprising ASI Priyawart, HC Harikishan , HC Vijender, & Ct. Sushil was constituted under the close supervision ofSh. Ishwar Singh ACP and Inspector Bal Ram SER, Crime Branch. Accordingly, a raid was conducted atnear ShaniMandir, GT Karnal Road, Alipur, Delhi and the above named person was nabbed along with One SAF Kanpur made .32(7.65 mm) bore revolver and .32 bore 6  live cartridges. On verification one Praveen s/o Surender Singh produced expired Arms Licence No. 3404/DM/SNP/OCT/2004 of the recovered revolver in the office of SER Crime Branch, RK Puram, Delhi and same was found valid upto 13-10-16.On enquiry, it is revealed that the above person namelyParveen s/o Surender Singh is also involved in above mentioned case and declared P.O as mentioned details above. According to the facts of above said case this is a  Murder case due to enmity in the Village Sarpanch election in year 2015.Both the accused were wanted in another case in FIR No. 349/13 dated 18-09-13 u/s  323/325/34 IPC PS Ganaur, Sonipat, Harayanaand also declared PO on 03-12-15 by the Court of Sh,. Vikrant JMIC, Ganaur, Haryana.
INTERROGATION AND MODUSOPERANDI:-
Accused Surender Singh was put to sustained interrogation on which he confessed that he was carrying a Revolver made by S.A.F.Kanpur, U.P. with live cartridges which was purchased through Arms Licence No. 3404/DM/SNP/OCT/2004,valid up to13-10-16.He further confessed that he and his son Parveen was involved in the murder case of his villager Sajjan Singh’s (DSP CRPF) vide FIR No. 516/15 dated 03.10.15 u/s 302/307/34/212/120B IPC & 25 Arms Act, PS Gannaur, Sonepat (Haryana) and FIR No. 349/13 dated 18-09-13 u/s 323/325/34 IPC PS Ganaur, Sonipat, Harayana. They did not join the investigation of the above mentioned cases. On 19-09-2013 some quarrel had taken place in his village and accused Surendersingh was assaulted by deceasedSajjan pal and Jogindersingh and their known persons, for which a case is registered at PS Ganaur, vide FIR No. 355/13.On 25-10-13 his son Harpal was shot by Joginder Singh and Sandeep of their village for which a case u/s 307/120-B PS Ganaur is registered. On the intervening night of 2/3-10-15 deceased Sajjan Pal was murdered at village panchi, Haryana and accused Surendersingh and his son Prveen are named in FIR No. 516/15 u/s 302/307/34/IPC & 25 Arms Act, PS Ganaur. Jogindersingh of his village is a gangster  who along with his associates attacked on him in year 2016 for which FIR No. 133/16 u/s 307/120-B IPC & 25 Arms Act PS Bahadara, distt. HanumaanGarh, Rajestan. Enmity between the accused and deceased family is continued.
PROFILE OF THE ARRESTEDACCUSED:-

Accused Surender Singh (47 years) was born atVillage Panchi, Distt. Sonipat, Haryana and is a matric pass.He is a farmer and Member of  Block Samiti village Panchi, elected two times as a Sarpanch of Village Panchi for 2005-2015. His Son Praveen is a graduate from MDU, Sonipat, HR aged 26 years and presently running a business of Poultry Farm House in his village.

Two sophisticated pistols alongwith 9 cartridges recovered. A reward of Rs 50,000/- was declared by Delhi Police for his arrest. A team of Special Cell, Northern Range, led by Insp. Sanjay Nagpal, Inspr. Prabhat Kumar & Insp. Pankaj Kumar under the supervision of Shri Pankaj Sood, ACP has arrested sharp shooter of notorious and desperate gangster Naveen @ Khati namely  Sagar @ Punter, alongwith his associate Ravi @ Cheeru. Two pistols alongwith 9 cartridges were recovered from their possession.  A Bullet Motor-Cycle used by gangster has also been seized.
