Interstate narcotic cartel busted.

  • Two members including kingpin of cartel arrested.

A team of Special Cell/Northern Range, led by Inspr. Attar Singh and Inspr. Jeetendra Tiwari under the supervision of Shri Pankaj Sood, ACP has busted an Interstate drug cartel by arresting Madhya Pradesh based notorious kingpin Vinay Jain @ Seth, aged 46 years, s/o Shri Vimal Jain r/o Ward No 13, in front of Jain Mandir, Chandrashekhar Azad Marg, Sadar Bazar, Taal, District Ratlam, Madhya Pradesh alongwith his key carrier namely Sukhwinder Singh, aged 58 years, s/o Shri Amar Singh r/o Village Alamgeer, Distt. Ludhiana, Punjab.  04 kgs of high grade heroin and 10 kgs of high quality opium worth more than Rs. 20 crores in the international market have been recovered. Besides, a truck used in transporting contrabands and mobile handsets with several SIM cards used in the drug trafficking activities have also been recovered from them.
Development of Information

Special Cell in its continuous crusade against drug suppliers had busted many narcotic drug cartels in the current year by arresting several drug suppliers and by recovering huge consignments of high grade heroin. A team of Insp. Attar Singh has busted 10 drug cartels this year and recovered more than 45 kgs of high grade heroin. Sleuths of Special Cell of Northern Range had developed information that Vinay Jain of Ratlam, MP procures contraband from Manipur and transport the drugs to Delhi, UP, MP and Punjab through truck drivers. This information was further developed by SI Praveen Rathee alongwith the team members through technical and human surveillance. After painstaking efforts  of 04 months, some of the members of this cartel were identified in Delhi, MP and Punjab etc.
Operation  
On 22/09/2017, specific information was received that a key member of this cartel namely driver Sukhwinder Singh would come near Azadpur Sabzi Mandi area with a big consignment of contraband in his truck having registration number PB 10 DD 5798. The consignment was to be delivered to buyer near Fruit Mandi, Azadpur, Delhi. Accordingly, a trap was laid at the vantage near Azadpur Subzi Mandi,  the truck having registration PB 10 DD 5798 arrived and stopped about 20 meters ahead of traffic light signal towards Shalimar Bagh underpass and started waiting. After some time, when nobody tuned up Sukhwinder Singh started driving away, he was stopped. The search of truck led to the recovery of 04 kgs of fine quality heroin and 10 kgs of fine quality opium from a secret cavity in driver’s cabin.  A case under appropriate sections of law was registered at PS Special Cell.

The interrogation of Sukhwinder Singh confirmed the role of Vinay Jain as kingpin of the cartel and provided specific leads about his whereabouts. A team was immediately rushed to Ratlam, MP for apprehending the kingpin. Vinay Jain @ Seth was spotted near his house and was arrested on 24/09/2017. Various mobile handsets with 4 SIM cards used by him to manage and operate the whole syndicate were recovered.
Interrogation of accused persons

Accused Sukhwinder Singh was thoroughly interrogated. He disclosed that he has been indulging in transporting narcotic drugs at the behest of Vinay Jain for last about 07 years. He also told that earlier he used to work as carrier for one Karu of MP but later on Karu was arrested in number of drug cases. Karu introduced Sukhwinder to Vinay Jain. Sukhwinder Singh told the names of his associates and Manipur as source of supply of heroin.  He further disclosed that as per directions of Vinay Jain, he used to procure narcotic drugs including heroin and opium from Manipur. He kept drugs hidden in secret cavity of his truck in driver’s cabin. He then delivered the drugs in Delhi, UP, MP and Punjab in his truck to drug traffickers as per directions of Vinay Jain. He used to receive Rs One lakh per trip as his share.

Vinay Jain @ Seth is one of the most notorious drug supplier of Ratlam, MP. He is involved in this illegal since last more than 20 years. He has been previously found arrested in number of cases registered under NDPS Act in UP, MP and Punjab. He has several contacts in Manipur from where he procures heroin and opium. He is using the novel modus operandi to procure consignments of contraband through truck drivers and to deliver the consignments of drugs to receivers through these drivers as trucks are difficult to check during routine checking at police pickets. Vinay Jain was arrested for the first time in 2002 in a case of NDPS Act at Indore. In the year 2007, he alongwith his other associates was arrested in an another case of NDPS Act in PS Sadar, Agra which is still pending trial. In the year 2013, he alongwith his associates including Karu and truck driver was arrested at PS Sambhu, Patiala, Punjab and 25 kgs of Opium was recovered. Vinay Jain alongwith his associates succeeded in getting FSL report manipulated in his favour. The trial court suspected foul play and investigation was conducted by Punjab Police. Separate case under sections of cheating, forgery and conspiracy was registered by Vigilance Department at Mohali, Punjab. During investigation, 17 accused person including Vinay Jain, his advocate and FSL officials were arrested in the case.     



Profile
Sukhwinder Singh hails from village Alamgeer, PS Dhillon, Distt. Ludhiana, Punjab. He is a school drop out. He belonged to a poor family and is married and has five kids including 04 married daughters and one unemployed son. Sukhwinder Singh was lured by one Karu, a notorious drug supplier of MP to step in drug supplying. He worked as carrier of heroin for Karu for about 05-06 years. Karu was arrested in a number of NDPS Act cases. Karu introduced Sukhwinder Singh with Vinay Jain of MP.  As per directions of Vinay Jain, Sukhwinder Singh procures big consignments of drugs from Manipur and supply the same to various drug traffickers of Punjab, UP and MP.

Vinay Jain belongs to a middle class family. He is matriculate. His father ran a cloth shop in Taal, MP. Vinay Jain initially helped his father in the said shop but later, he was lured by one Karu, a notorious drug supplier in drug trafficking for earning easy money. After the arrest of Karu in NDPS Act case, Vinay Jain has been running his own drug cartel for the last 7 years. His family is treated as one of the influential families of the area.
