Two key members of Inter State racket of extortion, having unique modus operendi in the name of human trafficking, arrested.

The gang had unique modus operandi of choosing prey and extorting their family members in the name of sending abroad.
Accused wanted in cases of kidnapping, extortion and murder of Punjab, Haryana and Banglore.
A team of Special Cell, Northern Range, led by Insp. Prabhat Kumar and assisted by Inspr. Pankaj Kumar, under the supervision of Shri Pankaj Sood, ACP has arrested two key members of a Inter State Gang of Extortionists through human traffickers, namely Parsram @ Parsa, age 27 years, r/o Jind, Haryana and Sumit @ Mitu, age 22 years, r/o Jind, Haryana on 13.02.2018 from the area of Green Park near AIIMS, Delhi, while they were coming to meet with the gang leader Sunil of Panipat, Haryana.
An Inter State Gang has been operative in all over India who pretended themselves as Travel agents and lured the people of rural background to settle them abroad. Member of this gang are in contact with travel agents in rural area of Haryana and Punjab. This gang is reportedly headed by one Sunil, a native of Panipat, Haryana. Both arrested accused persons are the key members of this gang.
Development of information and operation
There were traces of information that a gang of criminals who are actually not the travel agents but are contacting people of rural background who want to settle abroad either directly or through smaller travel agents of different states. Once in their trap, they used to shift their clients/targets to other cities and extort money from their family members by making them believe that the passenger have reached abroad by making net calling.
This information was further developed and a special team comprising of Insp. Prabhat Kumar, Insp. Pankaj Kumar, SI Neeraj Kumar, ASIs Bijender, Ashok Kumar, Rajender Singh, Hari Singh, HCs Kuldeep, Laxman Prasad was constituted and deployed. On 13.02.2018 the police team got information that two members of the gang shall come near AIIMS in a Swift car bearing No. HR 21 6491 to meet the kingpin Sunil whose brother is reportedly admitted in AIIMS. The police team took position around the area. At about 7:00 pm, the said car was coming from AIIMS round about side towards Green Park. After noticing the car halting near AIIMS Trauma Centre team members surrounded the car and occupants. On preliminary enquiry they revealed their identity as Parasram and Sumit @ Mitu both r/o Haryana. On sustained interrogation they disclosed that they had been involved in cases related to human trafficking and extortion. They were also involved in a case of murder at Bangalore. The facts were got verified from PS Baldev Nagar, Ambala and PS Tanda, Hoshiyarpur, Punjab and both of the accused persons were arrested by Special Cell/NR, Delhi.
Gist of interrogation
Accused persons disclosed that they are associated with Sunil who pretended as Travel agent and lured the people of rural background to settle them abroad. Along with Sunil they were in contact with travel agents in rural area of Haryana and Punjab. The smaller travel agents from Punjab used to refer such persons to them.
About one year before, Sunil and other accused including Parasram, Parmender Joon @ Kala r/o Loya Majra, Bahadurgarh, Haryana took 4 passengers to Thailand, detained and tortured them and extorted Rs 32 lacs from them. A case under appropriate sections of law has been registered at Ambala. (Sunil & Pawan Gandhi, the local agent were arrested in this case). Accused Parasram and others are absconding.
In December’2017, they took 2 passengers to Bangalore via Mumbai, detained and tortured them for money. One of the passenger namely Surinder Pal Singh expired during merciless beating. They dumped the body in the bushes. A case of murder vide FIR No.510/17 u/s 302/201 IPC has been registered at PS Ram Nagar at Bangalore and a subsequent case of cheating & extortion vide FIR No. 12/18 u/s 420/406/342/386/387 IPC & Immigration Act has been registered at PS Tanda, Hoshiyarpur, Punjab.
In November’ 2017, both accused persons with Sunil and others took 4 passengers to Gowahati, Assam and extorted Rs 24 lacs from two of the families out of four. The incident is being verified.

Brief criminal profile of arrested accused persons
Parsram @ Parsa born in village Kheda Khemawati in 1990. His father is a farmer and has five sons and two daughters. Accused Parasram has studied upto 10th class. After leaving the school, he started working as a munim in Safido Anaz Mandi where he met with Sunil and joined his gang for making quick money.
Sumit @ Mitu age 22 years r/o Khera Khemawati, Saffidon, Jind, Haryana was born in the same village Kheda Khemawati in 1995. His father is a hawker. He is a school dropout and started as motor mechanic in childhood where he met with Parasram and joined the gang of Sunil for making quick money.
