Fugitive Harminder Singh @ Mintu, Khalistan Liberation Force (KLF) Chief, arrested

  • Reward of Rs. 25 Lakhs announced by Punjab Govt. on his arrest.


A team of Special Cell, Delhi Police led by Inspector Shiv Kumar under the supervision of ACP Satyavir Singh and overall supervision of Shri Pramod Singh Kushwah, DCP/Special Cell (MAC) arrested Khalistan Liberation Front (KLF) Chief Harminder Singh @ Mintu s/o Late Bikram Singh r/o Village Dalli, PS Bhogpur, Distt. Jalandhar, from Nizamuddin area when he was planning to flee to Mumbai and recovered one sophisticated semi automatic pistol alongwith 6 live cartridges of .32 bore. Police party quickly overpowered him and snatched a loaded pistol from him. He is wanted in sensational case of jail break of Nabha Jail, Punjab from where he alongwith his five associates fled away after indiscriminate firing on police personnel on 27.11.2016 at about 9 AM. A reward of Rs. 25,00,000/- (Rs. 25 Lakh) has been declared by Govt. of Punjab on his arrest.

INCIDENT :- On 27.11.2016, at about 9 AM, fourteen armed men in four cars i.e. Toyota Fortuner, Honda City, Hyundai I20 and Hyundai Verna, stormed Nabha jail and opened indiscriminate fire. They eventually helped the six inmates escape from the prison. Apart from (1) Harminder Singh @ Mintu and (2) Kashmeer Singh, the other four gangsters who escaped including (3) Gurpreet Singh Shekhon, (4) Harjinder Singh @ Vicky Gonder, (5) Kulpreet Singh @ Nitin Deol and (6) Amandeep Singh @ Dhotian.
OPERATION :- On receiving the information of escape of dreaded criminals from Nabha Jail Punjab, Delhi Police was put on High Alert and the Special Cell was also tasked by senior officers to develop information and apprehend them. In the meanwhile, an information was received that one of the criminal identified as Palwinder Singh @ Pinda was arrested by UP police in Distt. Shamli. On interrogation he disclosed that Harminder Singh @ Mintu and Kashmeer Singh were dropped  by him in Kaithal, Haryana from where they might go to Delhi. As directed by senior formation, a message was given to all police personnel to be on lookout for any suspicious movement. Photographs of escapees was also shared with all. Personnel were deployed on probable hidehout areas, checking of guest houses was undertaken and search was conducted at Bus Terminals, Railway Stations, etc. The team included of ASI Harish Chander, ASI Rajesh Sharma, HC Rajpal, HC Rajkumar and HC Rakesh were deployed at H N Din Railway Station. They noticed one Sikh person having Patka on his head and having his beard trimmed haphazardly and improperly. He was looking extra conscious which raised suspicion. ASI Harish Chander informed Inspr. Shiv Kumar. In the meantime, the person bought ticket from the ticket counter and came outside of the building and as he was moving out, he was apprehended by the police personnel who without caring for their own safety, grappled with him and managed to snatch a pistol from him.
One semi automatic pistol alongwith 6 live cartridges has been recovered from his possession. Accordingly, a case u/s 353/186 IPC r/w 25/27 Arms Act and 20 Unlawful Activities (Prevention) Act has been registered at Police Station Special Cell. In the entire operation, the essence was quick sharing of information by Punjab, Haryana and UP Police which in turn was quickly disseminated to the field formation of Delhi Police.


INTERROGATION :- This escape as confessed by Harminder Singh @ Mintu was planned and executed at the instance of his co-inmates Gurpreet Singh Shekhon and Harjinder Singh @ Vicky Gonder who are members of a criminal gang. On the day of incident, all the criminals who ultimately escaped from jail were out in the open in the jail premises as a Bhandara was being organized at the Gurudwara in jail premises. As already planned they reached near the exit gate of the jail at the time when the intruders in police uniform stormed the jail. After having escaped from the jail, Harminder Singh @ Mintu, Kashmeer Singh, Gurpreet Singh Shekhon and Amandeep Singh @ Dhotian, boarded the Toyota Fortuner. Gurpreet Singh Shekhon was driving the Fortuner. Around 24 KMs before Kurushetra, Harminder Singh @ Mintu and Kashmeer Singh got down from the Fortuner. They were given Rs. 19,000/- by Mani (brother of Gurpreet Singh Shekhon). Both of them had hidden themselves in the sugarcane fields for sometime. Kashmeer Singh went to the nearby village and brought one scissor. They cut their hairs and beard to change their appearance and boarded a Jeep to Kurushetra. From Kurushetra to Panipat, they went by bus and then changed another bus to ISBT, Delhi. To avoid suspicion and apprehension, they moved separately toward Nizamuddin Railway Station with the objective of ultimately going to Goa where Mintu had lived for 18 years.
PROFILE :- Born in Dalli village of Jalandhar District in April 1967, Harminder Singh @ Mintu, whose family shifted to Goa in 1989, was using a fake Malaysian passport and documents to travel. He also traveled to Cambodia, Laos and Myanmar, besides Thailand, where he set up a base. He was allegedly using Thailand as his base to mobilize funds for the banned pro-freedom Sikh bodies.
Dreaded Khalistan Liberation Force (KLF) Chief Harminder Singh Mintu, was the member of Babbar Khalsa International (BKI) earlier. In the year 2009, he left Babbar Khalsa International and revived Khalistan Liberation Force (KLF). He used to operate from Thailand and Malaysia before he was arrested by police from IGI airport in 2014. He was arrested while he was on his way back from Thailand on fake Passport. Mintu used to visit Pakistan frequently and there are reports that he had a backing of Pakistan’s ISI, which is being investigated. He was involved in 12 terror-related cases, including the attack on Sirsa-based Dera Sacha Sauda chief Gurmeet Ram Rahim Singh in 2008 and recovery of explosives at Halwara Air Force Station near Ludhiana in 2010.
