TRACING OF 54 CHILDREN BY AHTU, WEST DISTRICT, DURING THE PERIOD OF 01 YEAR, UNDER OPERATION ‘MUSKAN’

Likewise in other Districts of Delhi Police, the Anti Human Trafficking Unit is also functioning in West District.  As per the directions, mentioned in the S.O. No.252, investigation of cases of missing/kidnapped children of the age between 03 years to 08 years is entrusted to AHTU being specialized unit.  
The staff posted in AHTU, West District is regularly briefed, counseled, motivated and inspired to do their work with more sincerity to trace the missing children.  AHTU has been provided with adequate infrastructure viz. vehicles, telephone, and equipments for the use of new technologies and other basic needs to get the best results.  They are also suitably rewarded for their each good work.
In order to trace/match the missing children/abandoned children, the staff posted in AHTU, West District was further directed to visit different children homes and exhaustively verify the children lodged/staying in these Homes.  They have also been directed to get the details of missing children, who are lodged there from different areas and to match their details on ZIPNET as well as track themissingchild.gov.in, launched exclusively by Ministry of Women & Child Development having details of missing/children found abandoned from across the country.  
In a bid to trace the children missing from the area of West District, the staff of AHTU interacted with these children in Homes and procured/gathered the maximum information in as much as they could provide.  The staff also collected the information about the date of their lodging, place from where they were lodged and other details including description, available with them which could be proved helpful in matching them with the children missing/kidnapped from the area of West District.
The staff of AHTU, West District put in further efforts based on the information so collected. They matched the details of these children with the details of children, reported missing from various police station of India, whose details were found uploaded on the ZIPNET as well as trackthemissingchild.gov.in.  
During this exercise, description of some of the missing/kidnapped children was found matching with the children staying in Children Homes.  With this development, the team made relentless efforts to find out details of the parents/guardians of the missing child through various modes like CDRs & CAF of the mobile no. available in the case files, communication from the concerned Police stations not only in Delhi but in other far flanged States as well etc. Parents/guardians of the children were requested to visit the office of AHTU or their photographers were shown to them through other means like whatsapp or physically by visiting their houses.  Once any child was identified by family members of the missing child or if some child had some resemblance with the missing child, they were taken to the children home and the the proceedings for restoration of child was initiated after due verification under operation ‘MUSKAN’.
It is worth mentioning here that in some of the cases, the restored children were found missing/kidnapped since very long i.e. more than 10/12 years.  In befitting cases, the DNA profiling was also done to establish the true parentage of the child.
The officials, namely Inspr. Vijay Pal Singh,  SI Ashok Kumar, SI Omvir, ASI Phool Singh, ASI Sheo Ram, ASI Sube Singh,  & Const. Vikram, , posted in Anti Human Trafficking Unit, West District performed tremendously well by tracing children missing from various parts of India.   Because of their devotion, dedication, hard work with great zeal of responsibility, they have traced 54 children during the period from March 2017 to April 2018, who were found staying in different shelters/children homes by linking them on Zipnet/trackthemissingchild.gov.in and making all other possible efforts, which could be undertaken.  The traced children were found missing from various states, that includes 07 from West Bengal, 02 from Bihar, 08 from Uttar Pradesh, 01 from Rajasthan, 07 from Haryana, 02 from M.P. & 27 from Delhi. It would not be out of place to mention here that some of the children were missing since very long i.e. 07 for more than 10 years, 06 for more than 5 years, 12 for more than two years and many others for more than 01 year.
Details of some of the cases where the staff of AHTU, West District has performed exceptionally well in tracing the missing children who were missing since very long are elucidated her-in-under :
  1. CHILD SABIR RECOVERED AFTER 8 YEARS FROM WEST BENGAL
On 17.11.2008, a boy namely Sabir aged 2 ½ months was kidnapped from the area of PS Nihal Vihar, by one Ashraful and an unknown lady residing with them.   Later the case was transferred to AHTU/West District. During investigation, IO/SI Ashok Kumar made all out efforts to trace the child. He also made several visits to West Bangal to find out the details of suspected persons on the basis of an old Mobile number, used by one of the suspect.  He came to know that one of the suspect was resident of District Murshidabad, West Bengal. He visited there and interrogated several persons there and succeeded in getting the name of the village of one suspect namely Ashraful. After making several raids in the village, the Ashraful could be arrested  on 23.2.2016, who disclosed that the child is with one Sukrana Bibi (co-accused), who is residing somewhere in Shashtri Park, Delhi alongwith the kidnapped child.

During investigation, it came to know that the child has been given new name as ‘Habib’ by accused persons. On the basis of the inputs, the child was searched in several schools in Shashtri Park, Seelampur & its surrounding areas and succeeded in tracing the school in which child was admitted by Sukrana Bibi.  But Sukrana Bibi had left the area alongwith the kidnapped child, after getting information about the police raid in her village. After 2/3 months, Sukrana Bibi again visited the area and on the basis of the information, she was arrested on 08.05.2016 from Shashtri Park. Thereafter, on her, the kidnapped child was recovered on 17.05.2016 from one Madarsa in Village Kagram, PS Salar, District Murshidabad (WB).  

  1. CHILD CHINTU TRACED AFTER 12 YEARS OF MISSING

On 14.12.2017, a child namely Chintu S/o Sattu Shah, aged 17 years was found lodged in Ujjwal Child Home for Boy Lajpat Nagar Delhi, who was found staying since 13.03.2006.  Thereafter, thorough search on Zipnet was made and found that a boy of similar description was found missing since 13.03.2006 vide FIR No 147/06, PS Adarsh Nagar, Delhi.

After getting the address of the parents of the missing child through FIR, the same was visited, but it was found that they have already shifted to some unknown place in year 2008.  Thereafter, further efforts were made and it came to know that the father of the missing child was doing the work of selling small items on footpath in Azapur area. After that father of missing child found in Azadpur market. The child was shown to him, who identified him as his missing child.  Later, the child was re-stored to them, after proper verification.

  1. CHILD AFTAB MISSING FROM DELHI AND TRACED AFTER 10 YEARS FROM ROHTAK, HARYANA

The staff of AHTU, West District got the details of one child namely Aftab S/o Naseem R/o Unknown staying at Chaudhary Lakhi Ram Arya Orphanage Home, Gohana Road, Rohtak, Haryana for the last 10 years.  

Thereafter, thorough search was made on zipnet and one child of similar description was found missing vide FIR No.113 dated 31.03.2008, PS Aman Vihar Delhi.  Thereafter, Mohd. Naseem (father of missing child) was contacted and child was shown to him, who identified the child as his own missing son. Accordingly, the child was re-stored to his parents, after proper identification.

  1. CHILD ABHISHEK MISSING FROM DELHI AND TRACED AFTER 02 YEARS FROM KARNAL, HARYANA

The staff of AHTU, West District got the details of one child Abhishek S/o Vijay Kumar R/o Unknown aged 14 years (mentally retarded) staying at M.D.D. Bal Bhawan Anathalaya Phoosgarh Road, Karnal Haryana since 25.06.2016.

Thereafter, thorough search was made on zipnet and found that one child of similar description is missing vide FIR No.319/2016 dated 18.6.2016, PS R.K. Puram, New Delhi.  Thereafter, parents of the missing child were contacted and photograph of the child was shown to them. They identified the child as their own missing child. Accordingly, the child was re-stored to his parents, after proper identification.

  1. CHILD HANIYA MISSING FROM AGRA AND TRACED AFTER 5 YEARS FROM DELHI

The details of one Child namely Aniya D/o Bhikam aged 13 years, staying since 08.05.2014 was found.  Thereafter, thorough search was made on Zipnet and found that a girl of similar description was missing since 29.7.2012 from PS Shahganj area, Agra, UP.  Accordingly, SHO/Shahganj was contacted over his mobile phone and the information was shared with him, who stated that no such missing report is lodged, as per PS record. However, Sh. Bhikam Singh (father of the missing child) was contacted through SHO/Shahganj and photograph of missing child was shown to him through whatsapp, who identified the child, as his missing daughter, whose correct name was Haniya instead of Aniya. Later the child was re-stored to her parents, after proper verification.

  1. CHILD ROHIT TRACED AFTER 12 YEARS FROM THE DATE OF MISSING

The details of one missing child Rohit S/o Om Parkash was obtained from Children Home for Boys, Lajpat Nagar-II, Kasturba Niketan Complex,  New Delhi, missing since 13.07.2006.

Thereafter, thorough search was made on Zipnet & trackthemissingchild.gov.in and found that details of a child of similar description namely Rohit aged 7 years was found missing vide DD No. 34 dated 12.07.2006, PP Dhola Kuan, Delhi.  Thereafter, PS Delhi Cantt was visited, but it revealed that record of the police station for the year 2006 has been destroyed. After that, the efforts were made to get the details of the missing child through PCR form, Missing Person Squad, Kotwali and VRK of PS Delhi Delhi.  Accordingly, the detail of parents of missing child was obtained through VRK. Thereafter, they were contacted at their native place in Faizabad, UP. They visited Delhi on 20.4.2018 and identified the child as their own son.

  1. CHILD KARAN WAS TRACED WITH THE HELP OF TRACING HIS VILLAGE ON GOOGLE MAP

On  23.11.2017 details of one missing child namely Karan S/o Ramesh aged 12 years R/o Village Saran, Rajasthan was obtained from Prayas Juvenile Aid Centre, Jahangir Puri, Delhi, who was missing since 18.10.2017.  

Thereafter, thorough search was made on Zipnet and Google maps and revealed that village saran falls in the area of District Pali, Rajasthan.  After that local police of the area was contacted and details of parents of the child was collected. After that parents of the child were contacted and called Delhi for identification. Accordingly, they identified their child and the child was re-stored to his uncle, after proper identification.

  1. CHILD DOLLY, MISSING SINCE 07.10.2008 AND TRACED ON 07.02.2018

The details of a girl child namely Dolly D/o Rajbir Singh R/o Unknown aged about 17 years staying in Auxillium Snehalaya Child Home for Girls, Village Palam, Delhi since 08.10.2008 were obtained. Thereafter,   thorough search was made on Zipnet and found that a girl namely Dolly Gardian’s name Gyanvir R/o Village Jasola Delhi is missing since 7.10.2008 vide FIR No. 58/2009 dated 1.3.2009, PS Sarita Vihar Delhi. After that parents of the child was contacted and they identified the child. Accordingly, the child was re-stored to her parents, after proper identification.

The recovered children were interacted to ascertain the circumstances under which the children were mis-placed/kidnapped.  It has come out that some of the children got mis-placed while they were travelling from other states to Delhi with their parents and in some cases, the children were kidnapped with some ulterior motives.  Some of the children got misplaced from the house of their relatives and some of them misplaced while attending family functions. Some mentally challenged children were also found missing, as they could not identify their houses and also could not reveal their identities.  
Some of the children, who were lodged in the children homes since long are undergoing vocational courses in different streams in various ITIs and other institutes.  Keeping in view their future and studies, some of the children could not be physically re-stored to their parents, with the consent of the children home and parents as well.
It is pertinent to mention here that the efforts of AHTU are still underway as they have traced 10 more children which were missing from different places but they could not be re-stored to their parents/guardians, as they have left the places and shifted to some unknown places. However, all out efforts are being made to trace them.
It is very hard to express the feeling of a family, when they receive their missing children. Hence, the act of above noted police officials is highly appreciable and humanitarian.
