Interstate narcotic drug cartel busted

• Three key members of said cartel arrested.
• 05 kgs of fine quality heroin worth more than Rs. 20 crores in international market recovered.
• Mobile handsets with SIM Cards used in drug trafficking recovered.

A team of Northern Range, Special Cell led by Inspr. Vivekanad Pathak and Insp. Jeetendra Tiwari under the supervision of Shri Pankaj Sood, ACP has busted an Interstate drug cartel by arresting three key members/carrier namely (1) Shakeel, aged 30 years, r/o Distt. Sahajhanpur, UP, (2) Irshad, aged 29 years r/o Distt. Badaun, UP and (3) Jitender Yadav, aged 23 years r/o Distt. Chatra, Jharkhand. 05 kgs of fine quality of heroin worth more than Rs. 20 crores in the international market have been recovered from their possession. Besides, several mobile handsets and several SIM cards used in the drug trafficking activities have also been recovered from them.

Development of Information

Special Cell in its continuous tirade against drug suppliers had busted many narcotic drug cartels in the past by arresting several drug suppliers and by recovering huge consignments of high grade heroin. During the current year i.e. 2018, Special Cell of Delhi Police has so far recovered more than 58.5 kgs of fine quality heroin amounting to more than 234 crores in International market apart from other narcotic drugs including 45 kgs of Opium, 602 kgs of cannabis, etc

An information was received by Special Cell, Northern Range  that an infamous drug cartel being run by Shakeel r/o Shahjahan Pur, Irshad r/o Badaun, UP, etc are procuring and supplying of huge consignments of heroin in UP and Delhi/NCR. The Shakeel and Irshad alongwith their other active associates procured contrabands from the drug suppliers of Jharkhand and Manipur area. There are certain areas/blocks in Jharkhand, especially naxalite affected areas around Distt Chatra and hill terrains of Manipur where persons cultivate opium illegally and process it into pure form of heroin and transport the drugs in Delhi and UP through carriers. Shakeel, Irshad and many others drug dealers procured heroin in pure form from Manipur and Jharkhand. They also procure heroin in raw/crude form and further processed the same into pure heroin at their secret hideouts at Bareilly and nearby areas of UP. This information was further developed by SI Praveen Rathee with the help of ASI Dilawar Singh and other team members through technical as well as human surveillance. After 02-03 months of painstaking efforts, some of the keys members of this cartel including Shakeel and Irshad and members/carriers of their Jharkhand/Manipur based suppliers/carriers were identified who ferry the drugs to Delhi to further supply the same to Delhi based drug traffickers, beside drug dealers of UP.  

Operation  

On 15/05/2018, specific information was received that three key members of this interstate drug cartel namely Shakeel, Irshad and Jitender Yadav would come near BC Colony, Kela Godam Road, Shalimar Bagh, Delhi to supply huge consignment of drug to one of their Delhi based drug dealer. Accordingly, a raiding party consisting of SI Sandeep Kumar, SI Ashok Malik, ASI Bijender Singh, ASI Sanjay, HC Rajesh, Ct Gurdeep, Ct Bhupender, Ct Sandeep Mathur and Ct Akshay was constituted and trap was laid at the spot. Trio Shakeel, Irshad and Jitender Yadav came to the rendezvous point and started waiting for someone and when no one came, they were about to move. In the meantime, Police team swooped in and apprehended them. The search of Shakeel, Irshad and Jitender Yadav led to the recovery of 05 kgs of fine quality heroin i.e. 02 kgs heroin from Irshad, 02 kgs heroin from Shakeel and 01 kg heroin from Jitender Yadav.

A case under appropriate sections of law was has been registered at PS Special Cell, Lodhi Colony, Delhi.

Interrogation of accused persons

Shakeel is a resident of Distt. Shahjahanpur, UP. He is a school drop out and hails from a poor family. He was running a vegetable shop in local area for livelihood. He disclosed that he was lured to enter this illegal trade of trafficking of narcotic drugs by Pappu r/o Kadarganj, UP. He worked for him for about 2-3 years. He is cousin of Irshad. Both were indulging in the illegal trade separately. However, since about last one year, they joined hands and started working together in partnership. Irshad was well known to Sharvan and hence, they started getting supply of contraband for his own directly from Sharvan of Chatra, Jharkhand, apart from the supply of heroin for Pappu. They also developed contacts with Nazir of Manipur and started getting supply of contraband from him. He further disclosed that he alongwith Irshad also visited Jharkhand & Manipur personally to meet with their suppliers and finalize the deal in order to avoid interception of communication through mobile phones by law enforcing agencies. Further, while proceeding for procuring consignment of drugs they de-boarded the train midway and further travelled by other transport means in order to hoodwink the the law enforcement agencies.

Irshad is resident of Distt. Badaun, UP. He got education upto 12th standard and hails from a middle class family. His father-in-law namely Lal Mohammad was an infamous drug trafficker of Badaun, UP who procured heroin from Sharvan of Chatra, Jharkhand. Sharvan used to visit them in Badaun, UP. Irshad came in touch with Sharvan about two years back and started dealing with him separately for further supply to Pappu, Asif and Gulam Nabi. Pappu, Asif and Gulam Nabi used to take huge consignment of crude heroin from Irshad and Shakeel and used to process the pure heroin at their hideouts. Since last about one year, he has been working in partnership with Shakeel.

Jitender Yadav is resident of Distt. Chatra, Jharkhand. He is a school dropout and hails from a poor family. In the year 2011, Jitender came to Delhi and worked as laborer in a factory in Bawana, Delhi. Jitender Yadav during interrogation revealed that he was lured to join this illegal trade as carrier by Sharvan for earning easy money. He has been working as a carrier for Sharvan since about last one year.
